Map, to be created using existing data sets and information obtainable from existing <br />sources, showing the features characteristics listed above. <br /> <br />Task 2.3 Land Use Component. The Land Use Component will include: <br />• Density, intensity, and use framework that reflects the existing Mixed Business and <br />Mixed Residential zoning, Comprehensive Plan, and the 2013 market analysis and is <br />consistent with City Council direction and Ramsey County goals for increases to <br />employment and the value of the tax base; <br />• Definition of development character including aesthetic, streetscape, and architecture <br />themes; <br />• Identification of significant development nodes; and <br />• Identification and definition of zoning district overlay categories. <br /> <br />Task 2.3 Deliverables. <br />1. Map showing land use designations, zoning overlays, and significant development <br />nodes. <br />2. Analysis demonstrating that proposed land uses do not exceed total or peak traffic <br />capacity of the two identified site access points. <br />3. Document defining land use categories including densities. <br />4. Design guidelines for each land used designation. <br />5. Graphics and diagrams that explain design guidelines. <br /> <br />Task 2.4 Circulation and Movement Component. The Circulation and Movement <br />Component will include: <br />• Internal street grid that functions for proposed land uses; <br />• Location and proposed functional class of spine road, collectors, and local roads; <br />• Alignment for spine road; <br />• Access management plan for roads classified as minor arterials or collectors; <br />• Location of signalized intersections based on City and County access spacing guidelines; <br />• Pedestrian and bicycle circulation plan; <br />• Street hierarchy including complete streets designations. Street hierarchy should be <br />based on consideration of both land use and circulation; <br />• Identification of transit opportunities; and <br />• Right-of-way management and maintenance objectives. <br />o City right-of-way <br />o County right-of-way <br />o Privately maintained right-of-way <br />
