Page 9 of 21 <br /> <br />Task 2.4 Deliverables. <br />1. Map showing location of Spine Road, collectors, residential roads, public street <br />intersections, and significant development nodes. <br />2. A Traffic Impact Study (TIS) showing trip generation and distribution of all site-generated <br />traffic. The TIS must relate traffic impacts of the site development to the current <br />Transportation Policy Plan and recommend mitigation. The TIS shall provide <br />Volume/Capacity analyses at: <br />a. The I-35W/Highway Avenue interchange; <br />b. The I-35W/CSAH 96 interchange, including the CSAH 96/Old Highway 8 <br />intersection; <br />c. The CSAH 96/spine road intersection, including the North Heights Lutheran <br />Church access or Snelling Avenue intersection, whichever is aligned with the <br />spine road; <br />d. The CSAH 96/Lexington Avenue intersection; <br />e. The impact of the development-generated traffic on the I-35W/I-694 system <br />interchange; and <br />f. Truck Highway 10/CSAH 10/County Road H/Highway Avenue. <br />3. Traffic capacity at major intersections internal to the site based on proposed land uses. <br />4. Alignment and right-of-way plan for the spine road, including identified access points and <br />right-of-way width, sufficient to apply for County State Aid highway status. <br />5. Typical sections of roads by type or sub-type including definition of amenities, street <br />widths, and pedestrian/bicycle facilities. <br />6. Aesthetic design guidelines for roads and bridges. <br />7. Document defining: <br />a. Right-of-way management and maintenance objectives <br />b. Transit opportunities. <br /> <br />Task 2.5 Utilities Component. The Utilities Component will include: <br />• Coordination with private utility providers to ensure that proposed land uses are <br />serviceable by private utilities; <br />• Coordination with Xcel Energy, Ramsey County, and the City of Arden Hills on the future <br />location of the Xcel substation; <br />• Peak water needs and sanitary sewer flows for the land use plan; <br />• Calculation of stormwater management needs for the proposed land use plan; and <br />• Renewable energy opportunities. <br /> <br />Task 2.5 Deliverables. <br />1. Documentation of peak water needs and sanitary sewer flow. <br />2. Written confirmation from private utilities that they are able to provide utilities to <br />service the proposed land uses. <br />3. Map showing the location of the future Xcel substation. <br />4. Stormwater plan that includes regional stormwater amenities to meet Rice Creek <br />Watershed District requirements for stormwater management. <br /> <br />Task 2.6 Parks and Open Space Component.
