City of Arden Hills Personnel Policy Effective February 29,2016 <br />PURPOSE AND APPLICATION <br />The purpose of this policy is to establish a uniform and equitable system of municipal <br />personnel administration for employees of the City. <br />The provisions of this policy shall apply to employees of the City. Except where specifically <br />authorized, the policies shall not apply to: <br />All elected officials. <br />Temporary employees other than benefit earning employees, and interns. <br />Consultants and other rendering professional services on a fee basis. <br />Volunteer personnel and personnel appointed to serve without pay, including <br />members of boards, commissions and committees. <br />Emergency appointees serving with or without pay. <br />Seasonal employees. <br />Specialized instructors. <br />Referees and coaches. <br />If any specific provisions of the personnel policies conflict with any current union <br />agreement or civil service rules, the union agreement or civil service rules will prevail. <br />Union employees are encouraged to consult their collective bargaining agreement first for <br />information about their employment conditions. Nothing in these policies is intended to <br />modify or supersede any applicable provision of state or federal law. <br />6
