Warming House Status Memo March 31, 2006 Page 4 of 5 Valentine Park • Attendance: Attendance at this park has always been low; however, the numbers continue to decline. The attendance went from 216 users last winter to 114 this winter. The mild winters have made maintaining the ice difficult at this park. Building Condition: The area where the warming house is located floods every spring due to the fact that it is at a lower elevation than Lake Valentine and the ice rink. Every year after the spring flood, the warming house must be cleaned, disinfected and rotted wood and insulation removed. This requires the Operations and Maintenance Department to completely clear out the building in order to spray and clean the inside. The yearly flooding that occurs has begun to cause long term maintenance issues and has affected the building's structural integrity. (1) OPTION A: Tear down the existing warming house and do not replace. The rink would remain open without a warming house. The rink would be maintained by the Operations and Maintenance staff. A timer could be installed on the rink lights for automatic turn on and off. Staffing costs for each site are budgeted at approximately $2,656.29 per rink. This considers wages for all hours possible throughout the season and FICA: 318.50 possible hours(maximum days open) • x $7.75 average of hourly wages $2,468.38 x 1.0765 for FICA (employer portion) $2,656.29 Therefore, if we did not staff Valentine Park,we would save approximately$2,656.29 each season. The estimated cost for this option: $1,708.00 which includes the one time fee of $285.00 for a 20 yard dumpster plus $1,423.00 for the one time cost of the electrical relocation from the building to the pole. Figures for the tear down do not factor in labor costs. (2) OPTION B: Tear down the existing building and bring in a mobile unit each winter. • Electrical Relocation: 1,423.00(one time fee) • Tear Down: $285.00 for 20 yard dumpster(one time fee) • Rental of a mobile unit: $379.70/month (approx. $1,139.10/season) • Delivery/set up fee of$210.00. •
