CITY OF ARDEN HILLS <br />MEMORANDUM <br />TO: Parks and Recreation Commission <br />FROM: Brian Fritsinger, City Administrator <br />SUBJECT: Bethel Park Neighborhood Process <br />DATE: April 27, 1999 <br />Background <br />The City has been working with Bethel College on a potential park improvement project for the <br />past several months. This improvement project is located on property owned by Bethel College, <br />west of Old Snelling Avenue, across from the existing college campus. <br />Staff recently met with College officials and laid out the following tentative process for the <br />proj ect. <br />1. Parks and Recreation Commission — April 27. The Commission will meet to discuss <br />the process of the project and the program and meeting format for the neighborhood <br />meeting. <br />2. Neighborhood/Parks & Recreation Commission — May 18. The Commission has <br />discussed holding a neighborhood meeting for the purpose of openly discussing the <br />project scope, intent and progress. <br />3. Parks & Recreation Commission — May 25/June 29. The Commission will review the <br />information received at the neighborhood meeting and may recommend revisions to <br />the concept plan. <br />4. Rice Creek Watershed District (RCWD) Once a final concept plan is prepared it will <br />be submitted to Rice Creek Watershed District for review and comment. <br />5. Arden Hills Planning Commission. At the same time the plan is submitted to RCWD, <br />the plan will be forwarded to the Arden Hills Planning Commission for review and <br />recommendation. <br />6. City Council. Once final recommendations are obtained from RCWD and the <br />Planning Commission, the plan will be forwarded to the City Council for review and <br />final action. <br />7. Parks & Recreation Board/City Council. The final agreements, which address <br />programs, scheduling, maintenance, etc. will also need to be reviewed following plan <br />approval. <br />
