42 <br />186721v2 <br />of parking facilities in light of existing and projected population of the <br />development; and to show the adequacy of streets providing access to and <br />from proposed and existing parking facilities. The City may require a <br />traffic study. Said component shall also contain a descriptive statement of <br />objectives, principles and standards for its formulation. <br /> <br />3. Utilities and Grading Component. A utilities and grading <br />component shall contain a map(s) setting forth the general location and <br />extent of any and all existing and proposed systems for sewage, domestic <br />water supply and distribution, refuse disposal, drainage, local utilities and <br />rights-of-way, easements, facilities and appurtenances necessary therefore. <br />In addition, it shall include a grading plan showing in sufficient detail the <br />amount and type of fill or excavation to be used to accomplish the grading <br />of the development tract, or portion thereof, the contours of the areas to be <br />graded, and provisions made for storm water drainage so that the City can <br />assess the impact of such grading upon the remainder of the development <br />tract and the surrounding neighborhoods. Said component shall also <br />contain a descriptive statement setting forth objectives, principles and <br />standards used for its formulation, as well as a detailed statement <br />describing the proposed ownership, method of operation and maintenance <br />of each such service and facility. <br /> <br />4. Contractual Component. The City shall prepare the necessary <br />development agreement or contracts for the PUD Master Plan. The <br />applicant shall submit agreements or contracts affecting the owner or <br />owners of individual units or of the entire project proposed under the PUD <br />Master Plan, such as homeowners’ agreements, business improvement <br />areas, and covenants. <br /> <br />5. Construction Staging Component. A construction staging plan <br />shall include a map or maps setting forth the proposed chronological order <br />of construction relating each proposed use and structure to the <br />construction of the various services and facilities as specified in the master <br />plan. The staging plan shall include estimated completion dates and shall <br />specify the proposed order of request for utility release or authority to <br />occupy completed structures so as to provide a basis for determining the <br />adequacy of the related services and facilities for each separate <br />construction stage. <br /> <br />6. Subdivision Component. In the event the development tract is to <br />be subdivided, the developer shall submit a subdivision plan. A <br />subdivision plan shall contain a descriptive statement of the principles <br />governing the proposed subdivision of land, including lot design for <br />various proposed land uses. A subdivision request shall include all of the <br />documentation necessary for preliminary plat approval as found in the <br />Subdivision Ordinance of the City of Arden Hills. This component shall
