ARDEN HILLS CITY COUNCIL – JUNE 13, 2016 2 <br /> <br />tennis court. Discussion ensued regarding the gathering of information from the neighborhood <br />through a survey. <br /> <br />3. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />Interim City Administrator and Director of Finance and Administrative Services Iverson <br />stated on June 6, 2016 the JDA approved a Preliminary Development Agreement (PDA) with <br />Alatus Arden Hills LLC which provides them with exclusive development rights to the property <br />until December 31, 2016. During this time, they will work in good faith to negotiate the terms of a <br />Master Development Agreement (MDA). If by October 31, 2016, the JDA and the master <br />developer have not reached substantial agreement on terms of an MDA or the developer <br />determines the project is not feasible, either party can terminate the PDA with 30 days written <br />notice. <br /> <br />Interim City Administrator and Director of Finance and Administrative Services Iverson <br />explained City and County staff, consultants (Ehlers, Kimley Horn, etc.), attorneys (County, City, <br />JDA and Master Developer) and the master developer continue to meet regularly to provide (1) <br />required information to the master developer team (2) work on framework for MDA; and (3) <br />weekly project management to make sure all elements of the development are progressing. City <br />and County staff as well as the Master Developer are present at all meetings. Attorneys and other <br />consultants are present at meetings as required. Following are the meetings held in the last two <br />weeks: <br /> <br />• May 31, 2016 – Design guidelines/standards review and site issues <br />• June 1 and June 8, 2016 – Weekly project management meeting <br />• June 2, 2016 – Infrastructure meeting with Kimley Horn <br />• June 7, 2016 – Environmental conditions overview <br /> <br />B. Transportation Update <br /> <br />Acting Public Works Director Anderson reviewed the ramp closures off of I-694 and noted <br />traffic continues to flow with the through and local lanes on this stretch of freeway. <br /> <br />Acting Public Works Director Anderson explained there would be a closure on I-35E from <br />County Road 14 to County Road E this weekend. <br /> <br />Acting Public Works Director Anderson stated bridge beams would be set on the southbound <br />side of the County Road E2 bridge this evening. Crews would set beams on the northbound side <br />on Tuesday, June 14. <br /> <br />Acting Public Works Director Anderson indicated a temporary signal was being set up at <br />County Road H and I-35W to allow the west half of the intersection to be built. Once this is <br />completed, traffic will be shifted and the remainder of the intersection will be built. <br />
