ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – DECEMBER 5, 2016 4 <br /> <br />Mayor Grant indicated there was Council consensus on this issue. He then requested the <br />Council turn their focus to the TRC and suggested Section 3.4 allowing for the 10% deviation be <br />removed from the code. <br /> <br />Mr. Lux asked for a few moments to consider this change with his staff members. <br /> <br />Mayor Grant requested all percentages be changed to 10% under Items 2A through 2B. <br /> <br />Councilmember McClung clarified for the record that this was his intention for the TRC all <br />along. <br /> <br />Mr. Lux asked that the percentage for parks remain at 3%. <br /> <br />Mayor Grant indicated this percentage would remain as is at 3%. <br /> <br />The Council then discussed allowable residential building materials. <br /> <br />Mayor Grant did not believe board and batten materials had the same lifespan as other exterior <br />building materials. <br /> <br />Todd Stutz, Robert Thomas Homes, requested wood remain an allowable exterior building <br />material in order to keep the exterior of the homes diverse. <br /> <br />Councilmember Wicklund questioned how bird safety will be addressed in this development. <br /> <br />Mr. Lux discussed the type of glass that would have to be used on taller buildings in order to <br />protect birds during migration. He stated he was sensitive to this issue and understood there was a <br />bird sanctuary nearby. <br /> <br />Councilmember Holden commented on the City’s Energy Resiliency document and noted there <br />were recommendations within this document for the development. <br /> <br />Councilmember Holmes asked where the Energy Resiliency document was located. <br /> <br />Mayor Grant explained this document was located on the City’s website. <br /> <br />Councilmember Wicklund did not believe this document had to be included as an attachment to <br />the TRC. Rather, he suggested a statement be made on the website to communicate the City <br />values the guidelines and principles within the Energy Resiliency document. <br /> <br />Councilmember Holden expressed concern with what uses would be allowed in TC1, TC2 and <br />TC3. She requested the references to nursing homes and assisted living facilities be separate <br />within the TRC. She was in favor of TCAAP not having nursing homes and recommended <br />assisted living only be allowed in TC2 and TC3. <br /> <br />Ms. Kvilvang recommended that the assisted living facility also allow for skilled nursing and <br />memory care to for flexibility purposes for the developer.
