ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – DECEMBER 5, 2016 5 <br /> <br />Councilmember Holden was not in favor of skilled nursing or memory care within the Town <br />Center as this would not add to the vibrancy of the area. <br /> <br />Tom Shaver, Inland Partners, discussed how senior housing was evolving and stated he was <br />hoping to have a senior housing complex that offered assisted living, skilled nursing and memory <br />care in order to allow the elderly to age in place. <br /> <br />Mr. Lux stated he would be comfortable having the assisted living available only in the TC3 <br />portion of the development. <br /> <br />Councilmember Holden expressed concern with the fact that an assisted living facility could <br />have 50% skilled nursing and memory care units. She recommended senior independent living be <br />taken out of TC1. <br /> <br />Mr. Lux supported this recommendation. <br /> <br />Councilmember Holden stated with the current zoning another hotel could be located across the <br />street from the proposed hotel. She asked if the Council was comfortable with the plan moving <br />forward in this manner. <br /> <br />Councilmember Holmes did not believe another hotel would locate across the street from the <br />proposed location in TC2. She commented the plans could change and if the developer needed to <br />make a change they would have to come back before the City. <br /> <br />Councilmember McClung was in favor of letting the market dictate the uses within Town <br />Center. <br /> <br />Councilmember Holden questioned if the City wanted to put any language into the code to <br />address the location of antenna towers. <br /> <br />Mayor Grant stated this was already addressed within Section 1325 of City Code. The Council <br />reviewed Section 1325 within City Code regarding antennas. <br /> <br />Councilmember Holden requested retail mixed use be removed from Section 1325 to ensure no <br />towers or antennas were allowed on this space within TCAAP. <br /> <br />Mr. Shaver discussed the location of the water tower and stated it would be located directly <br />across the street from retail mixed use. <br /> <br />Mayor Grant recommended the language remain as is. <br /> <br />Councilmember Holmes asked that the Council discuss parking. <br /> <br />Interim City Planner Zweber discussed the parking requirements as written within the TRC. <br /> <br />Councilmember Wicklund asked if the parking deck could go two stories underground. <br />
