2017 Trail/Watermain Projects – City of Arden Hills <br />February 9, 2017 <br />Page 4 of 7 <br /> <br /> <br />present information at one City Council meeting and one Parks, Trails, and Recreation Committee (PTRC) meeting <br />during this phase of the project. We will provide the necessary graphics, maps, and presentation materials to be <br />used at the hearing or City Council meeting. <br /> <br />WSB will work with City staff to develop and mail the required notices for project meetings and prepare any <br />necessary resolutions for City Council meetings. We understand that the City has sample resolutions from past <br />projects that can be updated for this project. WSB can provide a formatted notice to be sent to property owners, <br />but the City will mail the notices using City stationary. <br />Final Design <br /> <br />1. Final Design <br />Final plans and specifications will be prepared for the project. Specific work included with this task will be the <br />development of the project documents including the updated plans and specifications for bidding. The plans will <br />detail the removals, location and grade of the trail extension, pedestrian connections, restoration, erosion control, <br />and SWPPP documentation. Documentation for the necessary permits will also be prepared along with an <br />engineer’s opinion of probable cost. <br /> <br />The plans will be provided to MnDOT for State Aid review and approval as well as Ramsey County for their required <br />review and permitting. We understand that no federal funding will be obtained and therefore the project will not <br />be required to meet Federal design/construction guidelines. Permitting through the Rice Creek Watershed District <br />will be required to complete the project. The proposed alignment and design of the CR E2 trail will trigger a number <br />of the RCWD rules as well, and the necessary scope of work for this task has been included. Plans will also be <br />provided to Bethel University for final review and comment during this phase. <br /> <br />2. Project Meetings/City Council Meetings <br />WSB will continue to hold project meetings with City staff as well as stakeholders as needed during the final design <br />process. Prior to the final acceptance of the design and specifications, we will attend a second City Council meeting. <br /> <br />WSB will work with City staff to develop and mail the required notices for project meetings and prepare any <br />necessary resolutions for City Council meetings. We will provide the necessary graphics, maps, and presentation <br />materials to be used at the hearing or City Council meeting. <br />Construction Services <br /> <br />1. Construction Administration <br />Construction Administration will include the preparation of partial and final pay estimates, regular project <br />updates to the City staff and residents, and coordination with City staff regarding project items. <br /> <br />Once the project has been awarded, WSB will conduct an open house. The purpose of the open house will be to <br />provide information to the property owners and other stakeholders regarding the project, to obtain input from <br />the public for construction phases and to answer any questions that come out of the process. Traffic control, <br />property access/impacts, and schedule are some of the topics that typically arise during the open house. Prior <br />to the meeting, WSB will send out an informational flyer/open house invitation to address most common <br />questions and concerns, similar to the one provided in the information booklet. <br />
