2017 Trail/Watermain Projects – City of Arden Hills <br />February 9, 2017 <br />Page 5 of 7 <br /> <br /> <br />Communication during construction with affected property owners and other stakeholders will be critical and <br />largely defines the success or failure of a project. We propose to provide materials to the City for updates on <br />their website, regular site visits to local businesses or adjacent property owners, and street signage specific to <br />business access if needed. <br /> <br />WSB will assist the City with the bidding process, including providing the bidding documents to the interested <br />contractors, and will provide a plan holders list to the City. WSB will also prepare the advertisement for bids, <br />respond to bidder questions, issue addenda (if required), attend the bid opening, tabulate the bid results, <br />prepare a letter of award recommendation for the City, prepare notice of award, and prepare the necessary <br />contract documents for contractor and City signature. <br /> <br />2. Construction Inspection <br />WSB has included enough hours to provide full-time construction observation for the duration of the project; we are <br />proposing construction duration of 18 weeks in 2017. If the City or contractor requests additional construction <br />duration, a re-evaluation of our fees will be required. If the Project is constructed in 2018, we ask that the City allow <br />WSB’s 2018 hourly rate schedule to be used for staff involved in construction activities. <br /> <br />Construction materials testing has not been included with this scope of work. Materials testing during construction <br />will be necessary to verify consistency with the schedule of materials control in the construction specifications and <br />to meet State Aid requirements. We expect the materials testing consultant selected by the City will provide <br />materials field testing, materials certifications, certification summaries, and any exception reports required. <br /> <br />WSB will conduct a warranty review of the project with City staff and prepare a letter of final acceptability prior to <br />the expiration of the warranty period. Along with the final acceptability letter, WSB will include information <br />regarding project construction and materials testing for the City’s project file and future reference as needed. <br /> <br />3. Construction Staking <br />WSB will provide a survey crew to complete the construction staking for the project. WSB will only provide one set <br />of stakes for the contractor in all cases; any additional staking needs will require compensation by the City or <br />contractor in addition to the fee provided in this proposal. <br />Additional Services Not Included <br /> <br />1. Detailed right-of-way documentation: Boundary survey or related detailed monumentation research of existing <br />right-of-way can be provided if determined to be necessary. <br /> <br />2. Parcel sketches or ROW acquisition services: Fees for parcel sketches or right of way/easement acquisition services <br />for trail alignments or permanent stormwater management improvements have not been provided in the scope. <br /> <br />3. Floodplain or flood fringe permitting: If floodplain or flood fringe impacts are necessary, we can assist the City in <br />this process for both FEMA and the RCWD applications. <br /> <br />4. Collect traffic or pedestrian data in the field: WSB has the equipment necessary to complete this task upon <br />request. <br /> <br />5. Design of retaining wall: WSB will prepare a performance specification requiring detailed design to be provided by <br />the contractor.
