4 <br />The City has been presented with an opportunity to purchase the property within <br />TCAAP designated as a “Civic Site”. The Civic Site is located on the “mall” of the <br />Town Center within the development. The conceptual uses on the mall include 120 <br />condominium units (up to ten stories tall), 300 apartments (up to ten stories tall), 460 <br />senior living units (up to five stories tall), a hotel and possibly a movie theater. The <br />mall in front of the Civic Site will be a vehicle-free pedestrian plaza leading to the <br />Town Center city-owned park directly to the east. The Civic Site could be developed <br />into a new City Hall facility, a community center, a combination of both, or other <br />similar public facility. <br /> <br />B. SCOPE OF SERVICES <br /> <br />The firm selected through this RFP will enter into an agreement with the City of <br />Arden Hills to provide professional services related to the project. Based upon the <br />requirements of the City, the Consultant shall provide architectural and all other <br />professional services necessary to meet current standards and codes used in design <br />for services related to the project. The project proposal will be split into two (2) <br />phases as follows: <br /> <br />Phase 1 – Lifecycle and Maintenance Assessment of Existing City Hall <br /> <br />• Evaluation of existing and future needs including but not limited to: <br />staffing; operation and work areas; and equipment and material storage. <br />• Evaluation of existing structures including but not limited to: structural, <br />mechanical, electrical, interior, communications and general condition. <br />• Evaluation of buildings and site for accommodating the ultimate needs including <br />such things as office space; staff work areas; meeting space; and interior and <br />exterior storage for equipment and materials. <br />• Determination of gross areas to accommodate all staffing, operations and storage <br />for ultimate needs. <br />• Determination of the short-term, medium-term and long-term maintenance costs <br />through the expected lifespan of the existing City Hall. <br /> <br />Phase 2 – Conceptual Design, Site Assessment, Cost Estimation and Community <br />Engagement Facilitation for the TCAAP Civic Site <br /> <br />• Schematic design of building options to accommodate future needs including but <br />not limited to: interior and exterior architectural character; interior space <br />relationships, movements and function; HVAC, electrical, fire protection, <br />lighting, and mechanical systems; structural systems; staff and customer <br />accessibility including handicap accommodations; and energy efficiency. <br />• Site master planning including but not limited to site layout, site traffic flow <br />and access, site grading, parking needs, storm water design, irrigation and <br />utility extensions and/or relocations. <br />• Preliminary cost estimates for schematic design options. <br />• Planning process shall include following City development requirements <br />and processes that include preparation of required submittals and <br />presentations at Parks, Trails and Recreation Committee, Planning <br />Commission, and City Council meetings.
