Lighting – Section 1325.05 Subd. 3 – Meets Requirements <br /> <br />A Lighting and Photometric Plan is included in Attachment D. Roberts Management would use <br />similar decorative light fixtures for the Phase 2 parking lot and building to what was used in <br />Phase 1. Additional lighting would be provided along the rear side of the building for safety <br />purposes. The proposed light fixtures would be adequately hooded to direct light to the intended <br />area. Exterior lighting for a site cannot result in cast light that exceeds a footcandle measurement <br />of more than 1.0 on adjacent public streets. The Photometric Plan indicates that the footcandle <br />readings on Red Fox Road would be 0.8 or less. <br /> <br />E. Screening – Section 1325.05 Subd. 4 <br /> <br />Screening is required for mechanical equipment located on the ground or roof so that the <br />equipment is completely screened from view of adjacent streets. Mechanical equipment for the <br />Phase 2 building would be located on the roof and screening will need to be provided so the <br />equipment is not visible from Red Fox Road. The building design includes parapet walls that <br />may provide sufficient screening for some of the equipment. Staff is recommending as a <br />condition of approval that the screening be addressed prior to issuance of a building permit when <br />the developer has a better understanding of where the equipment would be placed. <br /> <br />F. Requirements for Parking, Loading, and Circulation – Section 1325.06 <br /> <br />Location – Flexibility Requested <br />The City Code requires that off-street parking spaces be located at a minimum 20 feet from the <br />right-of-way of any public street. The parking spaces on the northern end of the Phase 2 site are <br />approximately 9 feet from the Red Fox Road right-of-way. Staff is comfortable with this <br />proposal because similar flexibility was approved for Phase 1 of the project, and the parking <br />stalls will be adequately screened by tree plantings. <br /> <br />Off-Street Parking Spaces Required - Flexibility Requested <br />Parking requirements are determined by the specific types of land uses proposed for a site. The <br />Lexington Station development is expected to include retail, restaurant, and office uses. The <br />Zoning Code provides the following parking requirements for these uses: <br /> <br />• Retail: 1 stall for each 150 sq. ft. of gross retail sales floor space <br />• Office: 1 stall for each 250 sq. ft. of gross floor area <br />• Restaurant: 1 stall for every 2 seats <br /> <br />In this case, the exact parking requirements cannot be determined because the final mix of <br />different businesses has yet to be determined. Different tenants may require different floor <br />layouts that would impact the amount of gross retail floor area or the number of restaurant seats, <br />thus impacting the number of required parking stalls. <br />
