To develop a more conservative <br />estimate, staff did not subtract any gross square footage for non-retail sales floor space (e.g. <br />storage space, offices). Based on the total area of 65,313 square feet, 436 parking stalls would be <br />needed. The plans indicate a total of 413 stalls. <br /> <br />Staff also looked specifically at the number of parking stalls provided for Phases 1 and 2. At the <br />completion of Phase 2, a total of 230 stalls would be in place. As a condition of approval for Phase 2, <br />Roberts Management will be required to provide the City with a copy of the agreement that <br />provides for shared parking between Phase 1 and Phase 2. <br /> <br /> <br />2. Design Standards – Section 1325.05 Subd. 8 <br /> <br />The Phase 2 building was evaluated based on the additional design standards for the B-3 District <br />included in the Zoning Code. While Phase 3 of the development will also have to meet these <br />design standards, only Phase 2 is currently under review for Final PUD approval. <br /> <br />Building Materials – Flexibility Requested <br />The Zoning Code requires that at least 75 percent of the exterior building materials must be of <br />brick or tile masonry, stone, decorative concrete plank, or transparent glass. Permitted trim <br />materials include metal, wood, EIFS, and stucco. The east, north, and south façades of the Phase <br />2 building would be comprised of primarily brick masonry and transparent glass. The west <br />façade would be constructed of rock face concrete masonry units (CMU). The building would 34 <br />percent brick masonry, 23 percent glass, and 6 percent stone, for a total of 63 percent. Rock face <br />CMU would comprise 32 percent of the total façade area.
