The proposed design includes façade treatment on all four <br />sides of the building. The principal façades visible from Red Fox Road are broken up into <br />regular, smaller increments using windows, doors, and light fixtures. Awnings have been <br />included at all entryways except the entrance doorways for the two central tenants, similar to the <br />Phase 1 building. <br /> <br />Commercial Façade Transparency – Exceeds Requirements <br />For commercial buildings, at least 50 percent of the first level building façade that fronts a public <br />street must be comprised of transparent windows and doors. Approximately 55 percent of the <br />north façade that fronts Red Fox Road will be transparent. At least 20 percent of the remaining <br />sides that are reasonably visible from the public right-of-way must include window coverage. <br />The east façade would be visible from Red Fox Road and the proposed design includes 63 <br />percent transparent window coverage. <br /> <br />Site Furnishing and Seating Areas – Flexibility Requested <br />Benches and decorative plantings are required near the primary entrance of all buildings. The <br />applicant has proposed a public sidewalk area that would wrap around the east and north sides of <br />the building and include four large planters. The submitted plans do not indicate whether outdoor <br />seating areas could be provided in front of the Phase 2 building. Phase 1 included a sidewalk area <br />in front of the building that was wide enough for outdoor seating for restaurant tenants. The <br />sidewalks adjacent to the Phase 3 buildings appear to be wide enough for seating areas as well. <br /> <br />Screening – Meets Requirements <br />The Zoning Code requires that trash equipment and containers be fully enclosed and integrated <br />into the architecture of the building. The trash enclosure for the building would be located at the <br />southwest corner of the Phase 2 site, and would be constructed with brick and cast stone and <br />enclosed with a metal roof. These building materials are consistent with the materials used on the <br />principal building. <br /> <br />Parking – Meets Requirements <br />The design standards discourage the placement of parking between the street right-of-way and <br />buildings and require that no more than 50 percent of parking be located in the side yards. The <br />majority of the surface parking for the development would be located within an internal parking <br />area between the principal buildings. Limited parking between the Phase 2 building and the <br />right-of-way is included along Red Fox Road. <br /> <br />The Zoning Code requires plantings to be used to shade parking lots and provide screening from <br />adjacent public streets. The Phase 2 landscape plan includes 25 new deciduous trees to be <br />planted in and around the perimeter of the parking lot that will add shading and screening. <br />Parking lot islands are also to be used to distribute large parking lots. Sufficient parking lot <br />islands have been provided on the Master Site Plan and for Phase 2 of the development.
