ARDEN HILLS CITY COUNCIL — APRIL 24, 2017
8
Councilmember Holden stated she would like to see the rear elevation of the building broken up
or that the colors be varied in some way.
Mr. Roberts commented on the parking that would be available within the development. He
requested the proposed amount of parking remain in place to allow him to attract restaurant and
retail uses.
Mayor Grant requested further information on the phasing of the Phase II project.
Mr. Roberts discussed the phasing of this project noting after he received City approval the
existing building on the site would be demolished, the site would be prepped and graded and work
would be done on the parking lot. He anticipated construction would begin in the spring of 2018
and tenants would occupy the building in the fall of 2018.
Councilmember Holden commented the site was lacking landscaping and asked if the applicant
could add additional trees or shrubs to the site. She suggested trees be added along the western
property line.
Mr. Roberts stated he would take this into consideration but noted there were overhead power
lines in this area. He indicated shrubs may be a better fit for this area.
Mayor Grant explained he wanted to be sure the development had enough parking. He was glad
to hear the project would be phased to assist with parking concerns for Phase I.
Councilmember Scott indicated he attended the Planning Commission meeting and he supported
the additional monument sign height and also supported the slight increase in the wall signage.
Mayor Grant agreed and stated he would like to see the signage remain consistent between the
phases of these developments.
Councilmember McClung thanked Mr. Roberts for addressing the west elevation of the building
and believed it was drastically improved from the original plans. He suggested the west elevation
be broken up even more by adding an architectural element to the rear of the building.
Mr. Roberts stated he supported this recommendation.
MOTION: Councilmember McClung moved and Councilmember Holmes seconded a
motion to approve Planning Case 17-008 for a Master Planned Unit
Development Amendment and Final Planned Unit Development at 3771 and
3833 Lexington Avenue North and 1120 Red Fox Road based on the findings
of fact and submitted plans, as amended by the 16 conditions in the April 24,
2017, Report to the City Council
Councilmember Holmes recommended that Condition 16 be amended to allow for up to 80
square feet of wall signage for the end cap units.
