combined Phase 1 and Phase 2 parking lot islands would average to approximately 7.62% of the <br />total parking lot areas on site, which is significantly closer to the required 10%. <br /> <br />Zoning Action Item #3: The Land O’Lakes corporate headquarters expansion project will be requesting <br />future flexibility thru the Final PUD planning process (for identified north project site in Phase 2) for <br />Chapter 13 Zoning Districts, Section 1320 District Provisions, Subd. .5, Land Use Chart, Maximum Building <br />Height within the I-1 Limited Industrial District. The requirements state that the maximum building height <br />within the I-1 – Limited Industrial District Zoning District is thirty-five (35) feet. In this case, flexibility in <br />building height is being requested for Phase 2 of the project as the new office building is proposed at fifty- <br />six (56) feet in height. <br />The primary justification for flexibility thru the approved PUD related to Maximum Building Height <br />within the I-1 Limited Industrial District are identified below: <br />1. The Phase 2 Land O’Lakes corporate campus building is proposed at fifty-six (56) feet in height. <br />The Planning Case 79-004 for the original PUD that was approved in 1979 permitted the east <br />Land O’Lakes corporate building to be constructed at a height of fifty-six (56) feet and part of <br />the west Land O’Lakes research and development building to be constructed at fifty (50) feet in <br />height. <br />2. The proposed 56’ tall Phase 2 Land O’Lakes corporate campus building will not negatively impact <br />adjacent buildings surrounding the Land O’Lakes corporate campus. The adjacent landuses <br />surrounding the site are primarily zoned as I-1 – Limited Industrial District Zoning District. Most <br />of the buildings located within the adjacent districts are corporate, business or industrial uses <br />and these buildings themselves are generally taller than what the current zoning code allows. <br /> <br />Zoning Action Item #4: The Land O’Lakes corporate headquarters expansion project will also be <br />requesting future flexibility thru the Final PUD planning process (for identified north project site in Phase <br />2) for Chapter 13 Zoning Districts, Section 1320 District Provisions (I-1 Limited Industrial District), related <br />to the height of roof-mounted mechanical equipment. The Zoning Code states that roof-mounted <br />mechanical equipment shall be excepted from the height limitations if the enclosures do not extend <br />more than 12 feet above the roof upon which they are located. The proposed mechanical equipment <br />installation on the new office building would be 14’-8” above the roof line. The applicant is proposing to <br />install a mechanical equipment screen at 12’-0” in height to match the building in order to screen the <br />equipment from public view. <br />The primary justification for flexibility thru the approved PUD related to height of roof-mounted <br />mechanical equipment are identified below: <br />1. The dedicated outside air system (DOAS) roof top mechanical equipment that is being proposed <br />for the Phase 2 Land O’Lakes corporate campus building is 35’ long x 14’-8” high. This specific <br />piece equipment provides dedicated fresh air to improve air quality and recaptures waste heat <br />for reuse in building systems. This equipment is necessary to improve the overall indoor <br />working environment and building sustainability. <br />2. Current design of the 12’ high fence is sufficient to visually screen the DOAS and other roof top <br />mechanical equipment. View shed studies have determined that you will not be able to see any <br />of the roof top equipment from any point along the north curb line of the proposed Land
