The proposed addition includes new mechanical equipment <br />located on the roof and ground on the west side of the addition. The roof-mounted equipment <br />would be screened by an approximately 9-foot tall metal paneling along the perimeter of the <br />roof. The ground-mounted equipment would be located on the west side of the building addition <br />and would be entirely enclosed within a structure comprised of metal paneling. <br /> <br />The Zoning Code does not include specific regulations regarding acceptable levels of noise for <br />mechanical operating equipment. However, all properties in the City must meet the noise rules <br />established by the State of Minnesota. The State sets noise limits by establishing “noise area <br />classifications” based on the land use at the location of the person that hears the noise. The <br />Minnesota Pollution Control Agency has been given statutory authority to enforce the state noise <br />rules. <br /> <br />C. Aesthetics - Section 1325.05, Subdivision 6 <br /> <br />The Zoning Code does not have specific guidelines for building materials in the I-1 District. The <br />Planning Commission should consider if the appearance of a proposed structure would cause <br />substantial depreciation in the property values in the surrounding area or to unreasonably detract <br />from the appearance of the area. The exterior finish of the proposed addition would be primarily <br />EIFS and translucent fiberglass, and would be consistent with the existing architecture on the <br />campus. An 8-foot tall security fence would run along the north and part of the east side of the <br />addition. Boston Scientific has provided exterior elevation drawings that are included in <br />Attachment C. <br /> <br />Section 1325.06 – Requirements for Parking, Loading, and Circulation <br /> <br />A. Off-Street Parking <br /> <br />Based on the existing building area on the campus, Boston Scientific is required to provide 3,899 <br />parking stalls. The 4,927 square foot sterilization facility would require an additional 5 parking <br />stalls.
