Page 2 of 4 <br /> <br />proposal, a Site Plan Review application may include the following specific plans: landscape and <br />streetscape, grading and erosion control, architecture and building, parking, circulation, and lighting. <br /> <br />Permitted Adjustment <br />The TRC allows the JDA to grant permitted adjustments from certain standards in the Code. These <br />standards include items such as the location of streets, building setbacks, streetscape standards, and <br />required number of parking spaces. The JDA is required to evaluate such requests based on specific <br />criteria provided in Table 3.3 of the TRC. During its review of a Site Plan Review application, staff will <br />identify any areas where a permitted adjustment is required. Flexibility may not be granted for <br />deviations from the following: schedule of uses, definitions, density, building height, or clear height. <br /> <br />Master and Final Special Development Plan <br />A Special Development Plan may be approved for larger, phased projects comprising 25 acres or more in <br />the Neighborhood District or 10 acres or more in all other Zoning Districts. The purpose of the Special <br />Development Plan is to allow the JDA to grant additional flexibility not otherwise provided through the <br />permitted adjustment process. However, flexibility may not be granted for deviations from the <br />following: schedule of uses, definitions, density, building height, or clear height. <br /> <br />Proposals for a Special Development Plan must include an overall Master Plan with each subsequent <br />phase of the development requiring a separate Final Plan submittal. A concept review at a JDA Work <br />Session is required before the JDA can hold a public hearing for a Master Special Development Plan. <br /> <br />Preliminary and Final Plat <br />The JDA is given authority under the Joint Powers Agreement to approve preliminary and final plats for <br />land subdivision on TCAAP. Such subdivisions will be evaluated based on compliance with the TRC and <br />the City of Arden Hills Subdivision Code. <br /> <br />Review and Approval Process <br />The following section outlines the specific steps within the application review and approval process: <br /> <br />1. Pre-submittal Meeting <br />All projects will require a pre-submittal meeting with JDA staff to review the following: <br />a. JDA review process and meeting schedule <br />b. Application fees and escrows <br />i. Some development projects will require additional studies or analysis to <br />evaluate potential impacts (i.e. traffic impact study, parking demand analysis, or <br />lighting plan analysis). JDA staff will obtain a separate escrow from the applicant <br />and contract with an outside consultant to complete these types of additional <br />reviews when necessary. <br />c. Project details, submittal requirements, and expectations <br />d. Preliminary feedback from staff on plan components that may need to be adjusted <br />before submittal to meet the requirements of the TRC. If applicant is unable to make <br />required adjustments, staff will direct the applicant to follow the City’s process for <br />amending the TRC. <br /> <br />2. Land Use Application Submittal Deadline <br />The submittal deadline for land use applications and required fees and escrows will be the first <br />Monday of each month.
