Page 3 of 4 <br /> <br />3. 15 Day Review Period <br />JDA staff will have 15 business days after submittal to determine if an application is complete. At <br />the end of this 15-day review period, staff is required to notify the applicant on the status of <br />their application. An application will not be considered complete until all missing materials or <br />information have been submitted and reviewed by staff. If an application is found to be <br />incomplete, the JDA review schedule may be subject to change. <br /> <br />4. 60 Day Review Period <br />Minnesota State Statute requires land use approval bodies to process applications within 60 <br />days of receiving a complete application. This requirement will apply to development proposals <br />reviewed by the JDA as well. The initial 60-day review period may be extended for an additional <br />60 days for reasons that pertain to the proper review of an application with notification to the <br />applicant. With the applicant’s permission, the 120-day review period may also be extended. <br /> <br />5. Project Review <br />During the application review process, comments from the following parties will be obtained, if <br />applicable. JDA staff may contact other affected parties for comments based on the details of <br />the proposed project. <br />a. City Engineer <br />b. City Building Official <br />c. Ramsey County Public Works <br />d. Ramsey County/TCAAP Management Team <br />e. Ramsey County Sheriff’s Department <br />f. Lake Johanna Fire Department <br />g. Minnesota Department of Transportation <br />h. Rice Creek Watershed District <br /> <br />6. Development Review Committee <br />Certain projects may require the above referenced parties to convene as a Development Review <br />Committee to discuss the project in greater detail. This meeting typically takes place the week <br />following the submittal deadline. <br /> <br />7. Public Notices <br />Required public notifications are prepared and sent once an application is found to be complete. <br />These may include a public hearing notice published in the City’s official newspaper and a <br />mailing sent to affected property owners within the vicinity of the proposed project. All notices <br />and mailings are required to be published or received 10 days before the public hearing date. <br /> <br />8. JDA Review <br />The JDA will review land use applications at work session and regular meetings, however, formal <br />action on an application can only take place during a regular meeting. The purpose of the work <br />session is to give the applicant an opportunity to receive preliminary feedback from the JDA on a <br />proposal prior to their review at a regular meeting. A separate work session meeting will be <br />required for all Master Special Development Plans. Applicants with other types of land use <br />requests may attend a work session meeting if they choose. <br />
