TCAAP JDA, October 3, 2013, Pg. 2 <br />The land use exercise included large maps set up on tables with the TCAAP <br />developable area cut out. Different colored paper was provided to indicate Parks <br />(green), Retail (red), and Office (blue), with the yellow base of the area being <br />Residential. The size of the paper squares was proportional to the ratio of uses <br />analyzed in the zoning scenario of the traffic capacity analysis. Participants <br />cut/tore the various colored squares into smaller pieces to create their preferred <br />distribution and mix of land uses for the site. Photos were taken of each <br />completed exercise, and then projected onto a screen in the room. A summary of <br />the land use exercises, including photos of each completed map, is attached. This <br />also includes a summary of the post-it notes received on the visual preference <br />boards. <br />Twenty (20) comment sheets were also submitted. Common themes in written <br />comments included: <br />x Emphasize trails and provide multi-modal connectivity <br />x Limit the amount of development to preserve the natural environment <br />x Create regional destination in the form of shopping center or community <br />attractions and amenities <br />x Place non-residential uses on the west and residential on the east part of <br />the site <br />x Focus on small and local businesses <br />x Incorporate indoor and outdoor sporting/recreation facilities <br />x Provide lifecycle housing options (young singles, families, retirees) <br />x Find a way to incorporate alternative energy production <br />x Make sure there is ample green space and active space <br />x Make provisions for transit service <br />All of the comments received have been logged into a spreadsheet and coded <br />with categories, attached. <br />City Council Review and Discussion <br />Kimley-Horn presented engagement results and facilitated a discussion with the <br />Arden Hills City Council at a workshop on September 30, 2013. Comments and <br />key discussion points from the City Council are summarized below. <br />Thoughts/Reactions to Input Received <br />x Nothing new from engagement, but nice to have some reinforcement. <br />x Open house well attended, lots of discussion about green space and trails. <br />x Flexibility is important given the length of time over which TCAAP will <br />develop. <br />x The site is likely to be more residential than previously thought, more <br />than 50/50. Need to offer what the market wants to buy. <br />x Housing for all ages and affordable housing are important. <br />x Strength of the school district should be a highlight. The recent Pulte <br />development sold fast - many families overbought on homes to save on <br />education costs with the strength of the school district. <br />x The spine road design may impact Ramsey County cost participation.
