The following outlines the scope of services and the
associated fees necessary to complete the project.

General Project Scope

We understand this project involves park planning for Perry Park, located in Arden Hills, Minnesota. This
is the first step of the design process to establish the spatial configuration and estimated costs at a
planning level. Park improvements may include elements such as dog park space, accessibility
improvements, lighting improvements, trail connections, and other elements. The result will be information
useful for the City to explore grant funding opportunities. Once the preferred direction is determined
through this planning exercise, a detailed final design along with construction documents will need to be
prepared as a subsequent project.

Description of Services
SCOPE OF SERVICE A – PARK PLANNING

1) Project Startup Meeting, Site Review, Data Collection:
WSB will gather all pertinent project related data, set up project documents, attend a project focus
meeting with City staff, and conduct a site review and analysis. A base map using LiDAR topographical
information and County aerial imagery will be used for park planning design services.

2) Program Development / Community Engagement Plan:
Developing a complete and comprehensive assessment of needs, demands and priorities for the master
plan based on input provided by the City and the community through community engagement will
establish programming needs for the park plan, and wil include the following:
a) Pop-Up Community Event Meeting: WSB will conduct one (1) pop-up meeting in the community to
solicit input from the residents as related to project concerns and ideas, provide project information,
and encourage ongoing project involvement.
b) Visioning Meetings: WSB will facilitate one (1) public open house meeting for brainstorming and
visioning ideas for the park programming that will involve fun engagement activities.

3) Master Plan Development & Review:
a) Conceptual Plans: Preparation of one to two (1 – 2) alternative conceptual designs for the park based
on feedback from the Program Development / Community Engagement Plan phase.
