Adopt Resolution No. 2017-017 Awarding the 0.5 MG Water Tower <br /> Rehabilitation Project to Osseo Construction Co., LLC <br /> Public Works Director/City Engineer Polka stated the 2017-2021 Capital Improvement Plan <br /> identifies a project to repair and repaint the City's 0.5 MG water tower located at Cummings <br /> Park. On April 10, 2017, the City Council approved a contract with WSB to provide design and <br /> bidding services for the project in the amount of$5,000. Plans and specifications were completed <br /> in May and bids were opened on June 20, 2017. Five contractors submitted bids. The bid <br /> included a base bid for the contractor to provide the work in 2017 and a bid alternate to provide <br /> the work in 2018. <br /> Public Works Director/City Engineer Polka reviewed the bids and reported the lowest <br /> responsible bid was submitted by Osseo Construction Co., LLC, out of Osseo, Wisconsin, in the <br /> amount of$568,800. Osseo Construction was also low bidder for the bid alternate in the amount <br /> of$519,800 which would provide for a $49,000 savings to the City for the work to be completed <br /> in its entirety in 2018 with a substantial completion date of August 31, 2018. <br /> Mayor Grant stated Osseo Construction Co. has completed other water tower rehabilitations in <br /> the metro area. <br /> Councilmember Scott asked how many of the bids were received from Minnesota based <br /> companies and questioned if the City had any provisions in place to offer more support to <br /> Minnesota bidders. <br /> Public Works Director/City Engineer Polka explained two of the bids received were from <br /> Minnesota companies and indicated there were no provisions in place within the specs. <br /> Councilmember Holden inquired if the engineering expenses will incur in 2017 or 2018. <br /> Public Works Director/City Engineer Polka reported a portion will be completed in 2017 and <br /> the remainder will be completed in 2018. <br /> MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br /> motion to adopt Resolution No. 2017-017 Awarding the 0.5 MG Water Tower <br /> Rehabilitation Project to Osseo Construction Co., LLC, as the lowest <br /> responsive bidder in an amount not to exceed $519,800.
