ARDEN HILLS CITY COUNCIL — JULY 24, 2017 2
suggested the other six County yard waste sites be used for SSO and not Tony Schmidt Regional
Park. She believed not enough residents were notified regarding this proposed change. She
recommended action on this item be delayed and that a traffic study should be completed. She
stated she wanted Tony Schmidt Regional Park to be a place for families and recreation, not a
place for garbage. She suggested the County pursue other viable options.
Richard Wenzel, 1931 Noble Road, questioned how much more tax money residents should have
to pay for SSO. He believed the organics collection would bring in vermin and animals that feed
on vermin. He feared the odor from the site would be increased along with pesky insects. He
recommended the Council consider collecting SSO at City Hall if the collection was so
environmentally friendly. He stated none of the residents around the compost site supported SSO
collection.
Loren Lemke, 1888 West County Road E W, stated he has lived at his home in Arden Hills for
over 60 years. He explained that the open space being used for composting was to remain
greenspace to be enjoyed by Arden Hills' residents. He recommended the City pursue another
location for the SSO and composting site. He then commented on Ordinance 214 and stated
composting was not allowed on City Open Space.
Jan Boettger, 1894 County Road E W, explained she has constant traffic along her roadway
heading to the compost site. She reported she has to clean branches from this roadway that are
dropped by passing traffic. She expressed concern with the type of animals and odors that would
be coming from the compost site if SSO was allowed. She indicated she moved to Arden Hills in
2014 and was told the Ramsey County Open Space across her street would not be developed.
Bobbi Jo Wells, 1880 County Road E W, stated she was new to the community. She questioned
how the City would police the items that were brought into the SSO. She anticipated that vermin
and other animals would be drawn to the SSO site and believed this would become a concern for
the neighbors closest to the site.
3.
