ARDEN HILLS CITY COUNCIL — JULY 24, 2017 7 <br />1. The property at 1224 Amble Road is located in the LDR — Low Density Residential Land <br />Use District and the R-1 Single Family Residential Zoning District. <br />2. The applicant has submitted an application for a Minor Subdivision to split the existing <br />property into two (2) lots. <br />3. The property is properly guided and zoned for the development of an additional single <br />family dwelling. <br />4. The request proposes to use the property in a reasonable manner as a single-family <br />dwelling. <br />5. The owner of the platted lot to be divided has filed with the zoning administrator a <br />registered land survey of the lot to be divided. <br />6. The parcels resulting from the division meet all of the minimum requirements specified for <br />the R-1 District. <br />7. The proposed division will not be detrimental to the public welfare or injurious to adjacent <br />tracts in the area in which the subdivision tract is located. <br />Senior Planner Bachler indicated a full evaluation of Planning Case 17-016 was presented to the <br />Planning Commission at their regular meeting on July 5, 2017. The Planning Commission voted <br />5-0 to recommend that the City Council approve the proposed Minor Subdivision. The Planning <br />Commission recommended approval of Planning Case 17-016 for a Minor Subdivision at 1224 <br />Amble Road, based on the findings of fact and submitted plans in the July 24, 2017, Report to the <br />City Council, as amended by the following seven conditions: <br />1. The applicant shall record the Minor Subdivision with Ramsey County and a copy shall be <br />provided to the City within 180 days of the City's approval. <br />2. The applicant shall record the drainage and utility easements as shown on the submitted <br />survey with Ramsey County and a copy shall be provided to the City within 180 days of <br />the City's approval. <br />3. The park dedication fee of $6,500 shall be due at the time of Building Permit application. <br />4. Monument stakes shall be installed to demarcate the property line between Parcel A and <br />Parcel B. <br />5. A Building Permit shall be required for the new dwelling on Parcel B. <br />6. A Tree Preservation Plan shall be required as part of the Building Permit application for <br />the new dwelling on Parcel B. <br />7. Any extension of City services for Parcel B shall subject to approval by the City Engineer <br />and all associated costs shall be the responsibility of the applicant. <br />Mayor Grant asked if Park Dedication fees were charged throughout the metro area. <br />Senior Planner Bachler reported Park Dedication fees were a common tool used by all cities. He <br />provided further comment on the City's Park Dedication fee. <br />Mayor Grant requested further information on the City's recent lot splits. <br />Senior Planner Bachler explained the City has only had one request for a minor subdivision at <br />1401 County Road E in recent years. He indicated the last lot splits were completed in 2005-06 <br />and noted Park Dedication fees were charged in each case based on the land value and ranged <br />from $3,797 to $6,276 per lot. <br />
