ARDEN HILLS CITY COUNCIL—AUGUST 14, 2017 4
criteria looked at include crashes, vehicular volumes, pedestrian and bicycle volumes, vehicular
speeds; and sight distance. The study concludes that although an all-way stop is not warranted,
stop signs are recommended for northbound and southbound Chatham Avenue.
Councilmember Holmes asked if the school bus stop should be changed instead of installing a
stop sign.
Mayor Grant discussed how the neighborhood was turning over and noted there were more
children present. He explained the school district has reported a concern to the City that cars were
going around the bus stop, which was dangerous, especially during in climate weather. He stated
in the interest of public safety, he did not want to see anyone getting hurt. For this reason, he
supported the stop signs, as recommended by staff.
Councilmember Holmes feared that people would not be stopping for the stop sign. She
supported the school bus stop being moved.
Public Works Director/City Engineer Polka explained her recommendation was based on sight
lines and not strictly because this was the location of a bus stop.
Councilmember Holden agreed with Councilmember Holmes and believed Chatham Avenue
was a busy street and should not have a stop sign. She suggested the stop sign be placed on
McCracken Lane.
Councilmember Scott recommended the City Council receive feedback from the Mounds View
School District transportation department.
Public Works Director/City Engineer Polka commented she had spoken with the transportation
department and there was concern with the safety and traffic control at this intersection.
Councilmember McClung stated he was familiar with this intersection and recommended the
Council defer to the recommendation of the traffic engineer.
MOTION: Councilmember McClung moved and Councilmember Holden seconded a
motion to authorize the Public Works Director to have stop signs installed on
northbound and southbound Chatham Avenue at the intersection with
McCracken Lane.
Councilmember Holden asked if there would be two busses at this intersection at the same time.
Public Works Director/City Engineer Polka stated this would not be the case.
Councilmember McClung reviewed the location and times for the school districts bus stops and
noted there was no overlap.
Mayor Grant supported the stop signs being placed on Chatham Avenue as this roadway had the
best sight lines. He noted that students in this area have dual bussing options and could attend
either Mounds View or Irondale High Schools.
