<br /> <br /> <br />Feasibility Report <br />Pavement Management Program <br />2018 Street and Utility Improvement Project <br />City of Arden Hills Project No. 18-STR-065 <br />WSB Project No. R-010111-000 Page 6 <br />Limited storm sewer exists within the proposed reconstruction project areas. Storm water <br />along James Circle and Gale Circle is directed over the roadway by bituminous curb to <br />the existing storm water pipes at low points in the southern ends of the roadways. The <br />storm sewer discharges to low lying areas that ultimately drain overland to right-of-way <br />owned by the Minnesota Department of Transportation (MnDOT). On Norma Circle, <br />there is a bituminous flume located at the low point on the western side of the cul-de-sac. <br />This bituminous flume directs the storm water to a ditch conveyance system that carries <br />the water through the southeastern corner of the adjacent property (1474 West Floral <br />Drive) and then to the MnDOT right-of-way. No ditch conveyance system, curb and <br />gutter, or storm sewer currently exist along West Floral Drive. <br /> <br />Storm water in the Indian Oaks neighborhood is directed through a ditch conveyance <br />system to existing storm sewer facilities. These facilities drain to an existing <br />pond/wetland located on Indian Oaks Court or to existing storm sewer along Hamline <br />Avenue North, James Avenue, and Norma Avenue. The Indian Oaks neighborhood has a <br />history of drainage issues and complaints from residents. Former residents have built <br />structures and altered landscaping within drainage easements that have affected the <br />pattern of runoff and the drainage to and from the storm water pond on Indian Oaks <br />Court. The water in this pond is stagnant for much of the year and leads to algal blooms. <br /> <br />Drainage issues associated with Floral Park and the trail connection at Norma Avenue <br />and Briarknoll Drive are also being considered with this project to correct emergency <br />overflow issues. There is no existing storm sewer and during high-frequency rainfall <br />events, runoff from Floral Park either floods low lying wooded areas along the trail or <br />flows down the bituminous trail and into the yard of 4242 Norma Avenue. <br /> <br /> 2.2.5 Private Utilities <br /> <br />Private utilities that have facilities in or near the project area will be notified during the <br />final design phase of the project and will be requested to coordinate any necessary repairs <br />and replacements as needed at their cost. Private utility companies that have facilities <br />within the project area include the following: <br /> <br />▪ Comcast (Cable) <br />▪ CenturyLink (Telephone/Internet) <br />▪ Xcel Energy (Electric/Gas) <br />▪ Zayo Bandwidth (Telephone/Internet)
