Page 2 of 3 <br /> <br />Changes in 2016: <br /> Administrative fee increase for dogs/cats boarding and impoundment fee from $19.00 to <br />$22.00 per day and from $44.00 to $50.00, respectively <br /> Building permit “fixed fee” from $5.00 to $1.00 <br /> City Contractor license fee increase from $55.00 to $75.00 <br /> Increases to fees associated with Parks and Recreation <br /> Adoption of an escrow-based approach pertaining to Land Use Application fees <br /> Decrease to right-of-way permit fee from $200 to $150 with the addition of an escrow fee <br />to be determined by the Engineer <br /> For Signs, increases to all fees, with the exception of the temporary sign, which <br />decreased <br /> Increase of Rental Registration fee from $42.00 to $45.00 per rental unit and to the <br />Rental Registration Penalty fee from $84.00 to $90.00 per rental unit <br /> Increased utility rates by two percent <br /> Increased surface water charges by three percent <br /> Increase to recycling fee from $42.60 to $48.00 (annually per residential parcel with <br />curbside recycling) and from $2.00 to $2.50 (annually per residential parcel without <br />curbside recycling) <br /> Addition of a Park Development fee in the amount of $5,300 <br /> <br />Discussion <br /> <br />Changes to the Fee Schedule are being recommended and are noted in red bold print on the <br />attached draft 2018 Fee Schedule. A explanation of the reasons for the changes is provided <br />below. <br /> <br />Building Construction (Sec. II) <br />Building permit fees shall be based according to the 2017 Minnesota State Statute 326B.153 <br /> <br />Parks & Recreation (Sec. V) <br />In order to be more competitive with surrounding cities, staff recommends an increase to <br />Meeting Room Fees for rental of the Community Room and the small conference room as <br />outlined in the attached draft proposed 2018 Fee Schedule. <br /> <br />In addition, staff also recommends increases to various athletic field rentals, warming house <br />rental, picnic pavilion rentals, picnic table rentals and community garden plots fees as outlined in <br />the attached draft proposed 2018 Fee Schedule. <br /> <br />Utility Hookup Charges (Sec. VII) <br />Staff is recommending removal of the Water Turn On/Off, Temporary charge of $40.00. Staff <br />also recommends the addition of a fee for use of hydrant meters. The recommendation includes <br />the following: $1,700.00 deposit, a monthly rental charge of $30.00, a permit fee of $20.00, a <br />state surcharge of $1.00, plus applicable standard water usage rate charge for consumption. <br /> <br /> <br /> <br />
