The landscape lot area is 16,598 square feet and the minimum <br />perennial or shrubbery planting area would be 1,660 square feet. The applicant has noted that the <br />final landscape plan submitted with the building permit application will meet the ten percent <br />requirement. This will be verified by staff at the time of building permit review. <br /> <br />Planting Islands – Flexibility Requested <br />At least ten percent of a parking area must be occupied by planting islands that are at least 150 <br />square feet in size and have at least one tree. The total area of the parking lot 49,862 square feet <br />and the proposed planting island area is 4,857 square feet, or 9.74 percent of the lot area. The <br />planting islands meet the dimension requirements and all include at least one tree. <br /> <br />C. Lighting – Section 1325.05 Subd. 3 – Meets Requirements <br /> <br />A Lighting and Photometric Plan is included in Attachment D. Exterior light fixtures would <br />include 10 parking lot lights with a mounting height of 25 feet, and 7 decorative lights around the <br />exterior of the hotel at a mounting height of 12 feet. The proposed light fixtures would be <br />adequately shielded to direct light only to the intended area. The porte cochere would also <br />include light fixtures underneath the canopy that would be recessed to be screened from view. <br /> <br />Exterior lighting for a site cannot result in cast light that exceeds a footcandle measurement of <br />more than 1.0 on adjacent public streets. The Photometric Plan indicates that the footcandle <br />readings on Northwoods Drive would be less than 1.0. <br /> <br />D. Screening – Section 1325.05 Subd. 4 – Meets Requirements <br /> <br />Screening is required for mechanical equipment located on the ground or roof so that the <br />equipment is completely screened from view of adjacent streets. The site plan indicates a <br />transformer would be located on the west side of the building. The landscape plan shows tree <br />plantings in the area of the transformer location that should provide sufficient screening from <br />Northwoods Drive. All other mechanical equipment would be located on the roof. Given the <br />height of the building and the proposed parapets along the roof perimeter, this equipment should <br />be adequately screened from Northwoods Drive. <br /> <br />E. Requirements for Parking, Loading, and Circulation – Section 1325.06 <br /> <br />Location – Flexibility Requested <br />The Zoning Code requires off-street parking spaces to be located a minimum of 20 feet from the <br />right-of-way of any public street. The parking lot would include 8 parking stalls located 5 feet <br />from the Northwoods Drive right-of-way line. As a condition of approval, staff is recommending <br />that the developer provide evergreen shrubbery plantings along this parking area to provide <br />screening from the adjacent street.
