CONSENT ITEM – 5O

MEMORANDUM

DATE: December 11, 2017

TO: Honorable Mayor and City Councilmembers
William S. Joynes, Sr., City Administrator

FROM: Matthew Bachler, Senior Planner
Julie Hanson, City Clerk

SUBJECT: Mobile Food Units/Food Truck Ordinance

Budgeted Amount: Actual Amount: Funding Source:
$ $ $

Council Should Consider the Following Options

Adoption of Ordinance 2017-010 and Authorization to Publish the Summary Ordinance

Approval of a City license fee as follows: $30.00 (temporary) and $100.00 (annual)

Background

At the November 20, 2017, work session, staff provided information pertaining to implementing
licensing of mobile food units/food trucks. At that time, the Council was also provided with draft
ordinance language for their consideration. The City Council was supportive of the proposed
ordinance and recommended fee requirements and directed staff to bring this item forward for
adoption and approval.

Discussion

Ordinance 2017-010 would amend the City Code to create licensing requirements for mobile
food units/food trucks. Over the last several years the City has seen an increase in the number of
food trucks operating in the City, especially at corporate campuses, such as Boston Scientific and
Land O’Lakes, and at special events. The purpose of the proposed Ordinance is to establish
minimum licensing, insurance, safety, and performance standards for these types of businesses.
