Permits: <br /> <br />1. WSB shall apply for a grading and erosion control permit from the Rice Creek Watershed <br />District (RCWD) on behalf of the City. Tasks associated with this permit will include: <br /> <br />a. Generation of cut/fill diagrams based on existing and proposed surfaces. <br />b. Submission of the erosion control plan. <br />c. RCWD Permit submission with one round of permit comment responses. <br /> <br />2. WSB shall provide a Wetland Alteration Rule Permit if required and will include the following <br />tasks: <br /> <br />a. Delineation site visit of DNR wetland <br />b. Preparation and submittal of wetland delineation report <br />c. Preparation of no-loss if necessary. <br /> <br />3. Exclusions: It is not anticipated that a NPDES Permit or SWPPP will be required due to the <br />planned improvements and total disturbed area. <br /> <br />C. Bidding Services: WSB shall undertake oversight and administration for the project to be <br />publicly bid to include: <br /> <br />1. WSB shall submit the Advertisement for Bids to the local paper and Quest CDN and shall <br />upload all construction bidding documents to Quest for plan distribution. <br /> <br />2. WSB shall respond to contractor questions that arise, provide general correspondence, and <br />prepare all addenda as necessary. <br /> <br />3. WSB shall attend the bid opening, review and tabulate bids received, review contractor <br />references, and recommend qualified contractor. <br /> <br />4. Deliverables shall include all addenda, one tabulation of bids and one Letter of <br />Recommendation of qualified contractor. <br /> <br />D. Construction Administration Services: Working collaboratively with City staff, WSB will <br />undertake project administration and observing construction progress and adherence to design <br />intent: This task will include: <br /> <br />1. Administration of contract including application for payment forms, certificate of payment <br />forms, change order forms, substantial completion forms, and final payment forms. <br /> <br />2. Up to five site observation visits from the established duration of the construction project as <br />stated in the specifications to ensure that the design intent of the plans and specifications is <br />being met. Note: WSB shall not be required to make exhaustive or continuous on-site <br />inspections to check the quality or quantity of Work. <br /> <br />3. Review shop drawings and testing procedures and results provided by the Contractor. <br />Independent laboratory testing is not included. <br /> <br />4. On-going correspondence with staff and contractor for purposes of discussing pertinent <br />issues, concerns and upcoming construction. <br /> <br />5. WSB will attend the following meetings which will be held in Arden Hills: <br /> <br />a. One pre-construction meeting with attendees including WSB, the City, General <br />Contractor and their subcontractors, and utility companies. This will allow for clearly
