Project Approach / 16
Task 2: Data Merge/Conversion
Once the data model is complete, WSB staff will migrate
the City’s existing GIS datasets into the data model. As
part of the data model conversion, WSB will:
·Import existing data into appropriate data model
feature classes
·Add additional feature classes to the data model
where appropriate
·Normalize existing utility data to match the LGIM (e.g.
Hydrants, Valves, Manholes, etc.)
·Maintain asset Ids for all utility assets
·Perform cleanup on the utility line geometry
·Validate utility network by building topology and a
geometric network
·Develop a process to integrate Ramsey County’s
parcel and tax data and maintain quarterly updates
WSB will take care to make certain that all existing links
in the existing GIS data are preserved and that ID’s for
assets are preserved where appropriate.
Task 1: Geodatabase Design
WSB will design a geodatabase based off of Esri’s Local
Government Information Model (LGIM). Esri’s LGIM is
based on Esri’s ArcGIS for local government platform
and is a standard data model that integrates common
silos of information typical of local governments. The
LGIM also provides integration across government
departments and applications.
WSB will further customize the data model based on the
additional requirements to support the City’s use of the
GIS data. The data model developed will provide the City
with a data model that meets the City’s organizational
goals for the use of GIS and integration with other
business systems. The delivered data model will support:
·WSB’s DataLink application
·Compatibility with maps and apps from the Esri Local
Government Resource Center
·Work seamlessly with ArcGIS Online
·Integrates with multiple utility billing systems,
permitting systems, code enforcement systems, etc.
Data merge and implementation
WSB will implement an Esri-based Enterprise GIS system hosted in WSB’s cloud. Based on the review of the existing
GIS system, WSB will perform the migration of the City’s GIS datasets into a hosted database based on Esri’s Local
Government Information model (LGIM). WSB’s DataLink application will be the City’s primary method to access the hosted
GIS data. In addition, the City will be able to utilize Esri’s ArcGIS Online platform to access the hosted GIS data.
