Recitals. <br /> <br /> A. Bethel University is a non-profit institution of higher education (“Bethel”) which is <br />located in the City of Arden Hills, Ramsey County, Minnesota. <br /> <br /> B. On the 15th day of February, 2018, Bethel submitted a completed application to the <br />City of Arden Hills (“City”) requesting that its existing Conditional Use Permit and Master Plan be <br />amended to allow the construction of two additions to existing buildings on campus. <br /> <br /> The first addition, the Aviary Support Facility, would be approximately 80 square feet in <br />area located on the north side of the Brushaber Commons Building located on the main campus <br />with an address of 3900 Bethel Drive. The purpose of the addition is to support research on birds <br />conducted by students and faculty. <br /> <br /> The second addition is part of a larger renovation for the Academic Commons building. <br />This addition would include 45,000 gross square feet within the existing Academic Commons <br />building and a new 20,000 gross square foot addition onto the northwest corner of the building on <br />an existing small parking lot. The purpose of the addition is to support science academic programs. <br /> <br /> The first addition and the second addition are collectively referred to herein as the “Project” <br />and Bethel anticipates that the Project will be built in four phases. Plans and specifications for the <br />Project are attached hereto as Exhibit “A”. <br />
