RCWD Permit Number 17-031 <br />to cause adverse impacts. The applicant provided modeling for the back to back 100-year event <br />for the entire 8.14±acre contributing drainage area to estimate a 100-year elevation of the basin. <br />The results indicated a peak elevation at 911A5 914.42. The lowest floor entry of the homes is <br />919.3, thus meeting the freeboard requirements of Rule C.9(f). <br />The applicant is proposing the expansion of an onsite infiltration basin to capture surface runoff <br />and an underground storage tank to capture roof runoff for water reuse onsite. These features <br />are not required to meet the water quality or rate control requirements of Rule C and thus were <br />not included in this review. <br />3. Wetlands—Wetlands are present on site, but there are no wetland impacts proposed. Ramsey <br />County Board of Commissioners submitted a wetland application under District Review File#16- <br />154R, for a wetland boundary and type which was received on 10- 18-2016. The site was visited <br />by the TEP on 11-15-2016 to review the boundary. No comments were received. On 11-22-2016 <br />the District issued a Notice of Decision for the wetland boundary and type. The wetland <br />delineation is valid for 5 years. <br />4. Floodplain—The site is not within a regulatory floodplain. <br />5. Erosion Control— Proposed erosion control methods include silt fence. Over 1 acre will be <br />disturbed by the project, therefore an NPDES permit is required for the project. Areas will be <br />stabilized with seed and mulch. The information listed under the Erosion and Sediment Control <br />Recommendations needs to be submitted. Otherwise, the project complies with RCWD Rule D <br />requirements. <br />6. Documenting Easements and Maintenance Obligations—None. <br />7.
