RCWD Permit Number 17-031
to cause adverse impacts. The applicant provided modeling for the back to back 100-year event
for the entire 8.14±acre contributing drainage area to estimate a 100-year elevation of the basin.
The results indicated a peak elevation at 911A5 914.42. The lowest floor entry of the homes is
919.3, thus meeting the freeboard requirements of Rule C.9(f).
The applicant is proposing the expansion of an onsite infiltration basin to capture surface runoff
and an underground storage tank to capture roof runoff for water reuse onsite. These features
are not required to meet the water quality or rate control requirements of Rule C and thus were
not included in this review.
3. Wetlands—Wetlands are present on site, but there are no wetland impacts proposed. Ramsey
County Board of Commissioners submitted a wetland application under District Review File#16-
154R, for a wetland boundary and type which was received on 10- 18-2016. The site was visited
by the TEP on 11-15-2016 to review the boundary. No comments were received. On 11-22-2016
the District issued a Notice of Decision for the wetland boundary and type. The wetland
delineation is valid for 5 years.
4. Floodplain—The site is not within a regulatory floodplain.
5. Erosion Control— Proposed erosion control methods include silt fence. Over 1 acre will be
disturbed by the project, therefore an NPDES permit is required for the project. Areas will be
stabilized with seed and mulch. The information listed under the Erosion and Sediment Control
Recommendations needs to be submitted. Otherwise, the project complies with RCWD Rule D
requirements.
6. Documenting Easements and Maintenance Obligations—None.
7. Previous Permit Information— RCWD Review File#16-154R relates to the wetland delineation for
the site.
Rice Creek Watershed District Page 4 of 4 3/27/2018
