Exterior Lighting – Section 1325.05, Subd. 3 <br /> <br /> The site currently has six light poles around the perimeter of the parking area on the north side of <br />the building. All of these light fixtures would be retained as part of the redevelopment. At this <br />time, the only additional exterior lighting that is proposed is up-lighting for the flagpole on the <br />north side of the building. The light fixtures will be required to meet the requirements in the <br />Zoning Code related to the concealment of the source of illuminate and the direction of light <br />away from adjoining lots and public streets. <br /> <br />D. Screening and Fencing – Section 1325.05, Subd. 4 <br /> <br /> Mechanical operating equipment located on the ground or roof is required to be screened from <br />view of adjacent streets. The site plan indicates that mechanical equipment enclosures would be <br />located on the west and east sides of the building. A 4-foot tall solid vinyl fence would be <br />installed around the perimeter of the mechanical equipment and should provide sufficient <br />screening. Any mechanical equipment installed on the roof of the building would also be <br />required to be screened from view of Lexington Avenue and County Road F. <br /> <br /> Trash areas are required to be screened from view of public streets. The site plan includes a trash <br />enclosure on the north side of the building that would measure 13 feet – 4 inches by 16 feet – 8 <br />inches. The enclosure would have a height of 6 feet – 4 inches. A brick veneer is proposed on the <br />exterior of the enclosure the match the appearance of the existing building. The front of the <br />enclosure would include a set of metal doors for access. <br /> <br /> The plans include a 6-foot tall ornamental black metal fence around the perimeter of the <br />playground area. A shorter, 4-foot tall vinyl fence would be used within the interior of the <br />playground area to divide the different play spaces. The Zoning Code permits 6-foot tall fences <br />within commercial and industrial districts without additional review by the Planning <br />Commission and City Council. <br /> <br />E. Parking, Loading, and Circulation – Section 1325.06 <br /> <br />The existing site includes parking and drive lanes on all four sides of the building, which is <br />centrally located on the property. In general terms, the proposal would replace the parking <br />and drive lane areas on the west and south side of the building for the new playground area. <br />The parking area on the north side of the building would be modified to include two one-way <br />drive lanes with diagonal parking stalls. Six new parking stalls would be constructed on the <br />eastern side of the site directly south of the Lexington Avenue driveway. The new parking <br />area would be improved with concrete curbs. <br /> <br />No changes are proposed to the two existing driveways on County Road F and Lexington <br />Avenue. The site plan was reviewed by the Ramsey County Traffic Engineer and they have <br />recommended that the Lexington Avenue driveway be removed due to proximity to the <br />County Road F intersection.
