There are an existing 50 caliper inches of trees on the property that <br />can be counted towards the total amount required. The applicant is proposing 223.5 caliper <br />inches of tree plantings, for a deficiency of 96.5 caliper inches. New trees would be located <br />along the west and south side of the building, and in the southeast corner of 1143 Red Fox Road. <br /> <br />Since the property is located in the B-3 District, the Additional Design Standards for the B-2 and <br />B-3 District (Section 1325.05, Subd. 8) apply in this case. The following provides a summary of <br />the design standards that can be evaluated at this time: <br /> <br />• Architectural Style and Building Character <br />The Design Standards prohibit monotonous design and direct the City to evaluate a project <br />based on the quality of its design and on its relationship with its surroundings. The City <br />Council should provide feedback on the design of the building and whether this provision is <br />satisfied. <br /> <br />• Building Materials <br />A minimum of 75 percent of the exterior building materials are required to be brick masonry, <br />stone, tile, decorative concrete plank, or glass. The proposed building elevations indicate <br />approximately 80 percent of the exterior materials would be comprised of concrete masonry <br />units, which is not included as an acceptable principal building material. The remainder of <br />the building would be comprised of architectural metal paneling and glass. <br /> <br />• Building Design <br />A minimum of 50 percent of the building is required to be placed at the 50-foot front yard <br />setback. This requirement is satisfied by the Concept Plan. Façade treatment is required to be <br />carried to all four sides of the building and regular façade articulation is required. Based on <br />the preliminary building elevations, it does not appear that sufficient façade treatment is <br />provided on the west side of the building and additional façade articulation would be needed. <br /> <br />• Façade Transparency <br />A minimum of 50 percent of the first floor elevation fronting a public street is required to be <br />comprised of transparent windows or doors. This requirement would apply to the south <br />elevation (Red Fox Road) and the west elevation (Northwoods Drive). Currently, the south <br />elevation would have 53 percent transparency and the west elevation would not include any <br />transparent windows or doors. The first floor of the east elevation would be 14 percent <br />transparent and the north elevation would be 13 percent transparent. <br /> <br />• Building Color <br />Bright colors may only be used for accenting and cannot occupy more than 5 percent of the <br />total façade area. The building elevations include a brighter orange color associated with the <br />Public Storage brand. The orange color comprises approximately 11 percent of the total <br />façade area. <br />
