Submitted by Bolton & Menk, Inc.Colleen Avenue Drainage Improvements | City of Arden Hills, Minnesota 3 <br />Proposal for <br />Colleen Avenue Drainage Improvements <br />City of Arden Hills, Minnesota <br />Project Understanding <br />The City of Arden Hills designed the 2018 Street and Utility Improvement Project which is currently under construction. <br />The project includes storm drainage improvements that tie into the existing system on Colleen Avenue. Further <br />investigation into the Colleen Avenue drainage connections, outflows, ponding areas and wetlands was performed by <br />WSB & Associates and summarized in the “Indian Oaks Area Downstream Drainage Review” Report dated March 12, <br />2018. This report is intended for use as the basis of final design. <br />The report identifies several areas of concern for the Colleen Avenue drainage area, in regards to storm drainage, <br />wetlands, conveyance and flooding. Per our discussions, the City desires to take action and design Colleen Avenue <br />improvements identified in the Report. For the Colleen Avenue Drainage area, the report recommends: <br />Upgrading the stormwater outlet into the Colleen Avenue wetland with a directionally drilled 18” HDPE pipe <br />Replacing catch basins and connections to the outlet pipe <br />Delineating the Colleen Wetland <br />Securing permits for the drainage work <br />Redesigning the bituminous trail downstream of the Colleen Wetland to provide a new outlet elevation <br />Reestablishing an EOF north of Colleen Avenue to 1-foot below adjacent house openings <br />Providing an outlet control structure for the Colleen Wetland <br />Associated pavement repairs necessary for completion of the drainage improvements <br />Detailed Work Plan <br />Bolton & Menk understands the importance of not only achieving the desired outcome of each of the following tasks but <br />also completing them on time and within budget, while developing an engineering solution that work for both the City <br />and the residents. It is our commitment to facilitate a successful project for the City of Arden Hills. We will put special <br />emphasis on working with city staff and affected residents to assure the project’s success. A summary of our approach <br />to key project elements is outlined below. <br />Task 1: Survey Services <br />Project survey work includes a topographic survey to support the stormwater analysis and design of the recommended <br />improvements on Colleen Avenue, the connection route to the Colleen Wetland and downstream of the Colleen <br />Wetland, including the bituminous trail. A Gopher State One Call process for locating private utilities will be undertaken <br />and marked utilities will be included in the project base mapping. <br />Topographic survey work will be completed in around the properties at 1441, 1449, and 1457 Colleen Avenue where <br />storm sewer improvements are planned. Topographic work will also be completed within 15 feet of each side of the <br />existing trail. We understand some topographic survey work was completed for the City’s adjacent 2018 Street & Utility <br />Improvements project. Prior to initiation of our survey activities, Bolton & Menk would request this information be <br />provided to us so we may investigate opportunities for project savings by minimizing duplication of survey efforts. <br />Some areas adjacent to the project area are rolling, heavily wooded terrain and/or are wetlands which are not to be <br />impacted. LiDAR data will be relied upon for these areas to reduce costs of survey to the City, for which there would be <br />limited benefit during design. Topographic survey data compiled by us, data compiled by others, and wetland <br />delineation data will be combined with available LiDAR data over such areas to create the project base survey files. <br />There are potential changes in the modeled surface water elevations following the project, and the impact on adjacent <br />properties is not precisely known. Existing property easements from the area plats and nine O&E reports to be secured
