Further details and <br />requirements are contained in the specific sections included in this package. <br /> <br />Request for Proposals Issued: June 1, 2018 <br />Proposal Due Date: June 22, 2018 <br />Interviews with Finalists: July 9 – July 13, 2018 <br />Recommendation to City Council: July 23, 2018 <br /> <br />Interested parties are encouraged to submit questions regarding the Request for Proposal to <br />Matthew Bachler (see contact information above) prior to the proposal due date. Responses to <br />questions will be provided directly by email. <br /> <br />GENERAL INFORMATION <br />The City of Arden Hills is located in Ramsey County approximately 8 miles from the downtown areas of <br />Minneapolis and St. Paul. The current estimated population is 9,900. Residents enjoy a high quality of <br />life with access to neighborhood and regional parks and trails, stable neighborhoods, nearby commercial <br />services, and award-winning local school districts. The City is also home to several large corporations, <br />including Boston Scientific and Land O’Lakes, numerous small to medium-sized businesses, two private <br />universities, and more than 11,000 jobs. <br /> <br />The 427-acre Twin Cities Army Ammunition Plant redevelopment site, also known as Rice Creek <br />Commons, is located in the northwest quadrant of City. In 2012, the City entered into an agreement <br />with Ramsey County that created a Joint Development Authority (JDA) to oversee the redevelopment <br />of this former brownfield site. The JDA has selected Alatus, LLC as the Master Developer for the <br />project. The parties are currently finalizing a Master Development Agreement, which is anticipated to <br />be completed in mid-2018. Public infrastructure plans are expected to be completed in late 2018 to <br />allow construction on infrastructure to begin in 2019. Private housing and commercial development is <br />anticipated to begin in early 2020. The site will be developed over several phases and will be fully built <br />out by 2036.
