<br />The Community Development Department is comprised of a City Planner, Building Official, and <br />Residential Building Inspector & Code Enforcement Officer. The Community Development Director <br />position is currently vacant. The City anticipates filling the Community Development Director position <br />in the near future. The City is expecting that the selected consultant will continue to provide on call <br />planning services in support of the TCAAP redevelopment project. <br /> <br />SCOPE OF SERVICES <br />The City of Arden Hills is seeking a qualified outside consulting firm or individual to provide as needed, <br />on call planning services. The consultant, working closely with the City’s Community Development <br />Department, will assist in the performance of duties related to planning and zoning, including but not <br />limited to: providing both short-term and long term planning recommendations; coordinate and <br />process various land use applications; and any additional planning matters as requested by the City. <br /> <br />RESPONSIBILITIES <br />1. Provide planning services on an as needed, on call basis. <br />2. Maintain an accurate understanding of the City’s comprehensive plan, zoning ordinance, subdivision <br />regulations and other City codes and policies; <br />3. Assist City staff in organizing the application process in a manner that provides critical information <br />to applicants so that they can gain an understanding of the procedures they must follow and the <br />information they must provide with land use applications; <br />4. In instances when applications are more complex than can be conveyed with standard informational <br />handouts, meet with applicants to review proposals and identify the proper submittal guidelines to <br />assure there is a clear understanding of what is required for a complete application; <br />5. Review and prepare reports on a variety of zoning and land use applications, including but not <br />limited to: preliminary and final plats, conditional use permits, zoning and comprehensive plan <br />amendments, variances, planned unit developments, and other applications identified by the City. <br />6. Confer with appropriate consultants and/or departments, to ensure code compliance and to ensure <br />timely information is delivered to the Planning Commission and City Council so that they can comply <br />with statutory decision deadlines; <br />7. Make appropriate presentations before the Planning Commission and /or City Council as needed; <br />8. Coordinate permit review with appropriate commissions, committees, consultants and/or <br />departments; <br />9. Coordinate with staff and monitor recording of legal documents relating to land use; <br />10. Represent the City to residents and applicants in a respectful manner and make reasonable efforts <br />to accurately estimate the cost of application related services. <br />11. When needed, attend the regular monthly meetings of the Planning Commission as directed by City <br />staff. <br /> <br />CONTENT OF PROPOSAL <br />Proposals shall contain the following information:
