Based <br />on the size of this addition, additional landscaping is not required. The landscaping requirements <br />for the Academic Commons addition would be evaluated at the time a Site Plan Review <br />application is submitted. Bethel University has provided a schematic Landscape Plan for this <br />addition that includes new walkways and tree plantings around the proposed addition. <br /> <br />C. Lighting <br /> <br /> No additional exterior lighting is proposed as part of the aviation facility addition. Proposed <br />exterior lighting for Academic Commons addition would be evaluated at the time a Site Plan <br />Review application is submitted. <br /> <br />D. Screening and Fencing <br /> <br /> All mechanical and operating equipment for the aviation facility would be enclosed. No <br />additional screening is required for this addition. Screening requirements for the Academic <br />Commons addition would be evaluated at the time a Site Plan Review application is submitted. <br /> <br />E. Parking, Loading, and Circulation <br /> <br /> The proposed additions are not anticipated to generate additional parking demand on the campus <br />because these facilities will support existing academic programs and the already planned for <br />student population on the campus. The proposed Academic Commons addition would be located <br />on an existing small parking lot of six stalls. The loss of these parking stalls is not anticipated to <br />have a significant impact on campus operations. <br /> <br />F. Aesthetics <br /> <br />The Zoning Code does not have specific guidelines for building materials and design for the <br />Institutional Zoning District. Section 1325.05, Subd. 6 of the Zoning Code states that the <br />Planning Commission and City Council should evaluate the proposed design, scale, massing, <br />materials, height, and other aspects of the proposed structure with respect to structures and <br />properties in the surrounding area. The City should also consider if the appearance of a proposed <br />structure would cause substantial depreciation in the property values in the surrounding area or <br />unreasonably detract from the appearance of the area. <br /> <br />The aviary facility construction would be consistent with the existing Brushaber Commons <br />building, and the facility would not be visible from adjacent properties. Bethel University has <br />provided preliminary plans for the Academics Common building. The architecture of the <br />addition would be consistent with the Academic Commons building. The final exterior design of <br />the addition will be evaluated at the time a Site Plan Review application is submitted. <br /> <br />
