Hazelnut Park Master Planning | City of Arden Hills, Minnesota 2 <br />Proposal for <br />Hazelnut Park Master Planning <br />City of Arden Hills, Minnesota <br />Project Understanding <br />The City of Arden Hills Hazelnut Park warming house was recently damaged due to fire. The City desires to rebuild their <br />warming house and desires to master plan the park area for improvements of the new structure and surrounding areas, <br />including access to the parking lot and the parking lot itself. The warming house and hockey rink is in a secluded low <br />spot, hidden by trees. They City desires to rebuild the warming house, possibly in a reoriented/elevated manner, with <br />exact location to be determined; provide better maintenance access with a new pathway; clear/clean trees and <br />vegetation to provide better viewing and access to the rink and warming house. <br /> <br />The adjacent Trinity Lutheran church owns the parking lot used by the park and the church, and desires to donate a <br />portion of the lot to the City for the park. The parking lot is larger than the church needs and is in poor condition. The <br />parking lot can potentially be split with a replat, and improved, including pavement, layout, access, drainage and <br />lighting. <br /> <br />With the reconstruction of the warming house and the dedication of the parking lot, the City desires to master plan <br />potential improvements to the warming house/hockey rink area, access to and around the parking lot and the parking <br />lot. Based on our conversations and site visit, we have a basic understanding of the existing infrastructure, the major <br />issues and general visions associated with the Hazelnut Park property. The ultimate goal is to provide a valued, <br />accessible, and sustainable park plan advantageous to a variety of users with an understanding of the ongoing <br />maintenance needs and costs associated with the various improvements. <br /> <br />Work Plan <br />Bolton & Menk understands the importance of not only achieving the desired outcome of each of the following tasks but <br />also completing them on time and within budget, while developing an engineering solution that work for both the City <br />and the residents. It is our commitment to facilitate a successful project for the City of Arden Hills. We will put special <br />emphasis on working with city staff and affected residents to assure the project’s success. A summary of our approach <br />to key project elements is outlined below. <br /> <br />Task 1: Project Management/Meetings <br />Bolton and Menk will be involved in generally managing the project and attend planning and project meetings. Project <br />management will include attending one Parks, Trails & Recreation Committee meeting and project meetings. A total of <br />four (4) meetings are anticipated. <br /> <br />Task 2: Topographic Survey <br />Bolton & Menk will perform a topographic survey of the parking lot and hockey rink/warming house and trail access <br />area. Topographic survey will include researching and establishing survey control and performing a topo survey of the <br />hockey rink/warming house and trail connection area to the parking lot for the development of concept plans. <br />
