<br />_____________________________________________________________________________________________ <br />City of Arden Hills <br />Planning Commission Meeting for April 3, 2019 <br />P:\Planning\Planning Cases\2018\PC 18-014 - Mounds View School District - 1900 & 1901 Lake Valentine <br />Road\Memos Reports <br />Page 8 of 13 <br /> <br />For the safety of pedestrians crossing the road to access the school, crosswalks are proposed at <br />two locations, across Lake Valentine Road. In addition, two (2) of flashing yellow lights <br />crosswalk signals are proposed. The crosswalk signals are similar to the signals located at <br />Valentine Hills Elementary School. A new sidewalk is proposed from the western access of <br />1901 Lake Valentine Road to Janet court. The intent of the sidewalk to reduce mid-block <br />pedestrian crossing at Janet Count. A four (4) foot tall decorative fence will be added to both <br />sides of the street in front of the school to assist in guide students, staff and visitors to the <br />crosswalks. Additional signage and other modification may occur as the Applicant and staff <br />are working to finalize the pedestrian crossing design. <br /> <br />2. Design Standards – Section 1325.05 Subd. 6 <br /> <br />Aesthetics – Meets requirements <br />According to the zoning ordinance, the proposed design, scale, massing, materials, height and <br />other aspects of the proposed construction shall be evaluated by the Planning Commission and <br />the Council with respect to structures and properties in the surrounding area. The Planning <br />Commission and the Council shall consider whether the appearance of the proposed building <br />is at conflict with the structures and properties in the surrounding area as to cause a substantial <br />depreciation in the property values in the surrounding area or to unreasonably detract from the <br />appearance of the area or the city as a whole. <br />
