Maximum height in the R -4 <br />district is 35 feet. For comparison, City Staff reviewed the building heights of other senior and <br />multifamily buildings located in the City. While the proposed buil ding is taller than district <br />standards, it is shorter than other senior and multifamily buildings within the community. <br /> <br /> Top of roofline <br />height <br />Summit Development 46 ft. <br />Johanna Shores Senior Living 56 ft. <br />McKnight Center Memory Care 50 ft. <br />Cottage Villas of Arden Hills <br />(Senior) <br />50 ft. <br />Arden Flats Apartments 55 ft. <br /> <br />Flexibility is requested from the maximum height of 35 feet. <br /> <br />Tree Mitigation – Does Not Meet Requirements, Flexibility is not Recommended <br />The existing site has 2,349 caliper inches of significant trees. The Applicant is proposing to remove <br />1,042 caliper inches. The removal of 1,042 caliper inches requires replacement at one caliper inch <br />per every two caliper inches lost or 521 caliper inches. The applicant is proposing to plant 124 <br />trees, with a total of 357 caliper inches. A condition of approval includes the need to plant <br />additional trees to meet the minimum replacement requirements. The Applicant has indicated they <br />will plant all required trees <br /> <br />Parking Requirements – Flexibly Requested <br />Parking requirements for senior living facilities are unique as not all tenants own vehicles. The <br />intention is to regulate senior independent, staff and visitor parking. The rational for this is <br />memory care and assisted living residents generally do not have vehicles; therefore, the parking <br />demand for those uses will only need to support staff and visitor parking. <br /> <br />The zoning ordinance is silent on the matter of parking counts for multi-family senior living. The <br />zoning ordinance does require 1.1 parking stalls for every 1-bedroom dwelling unit and two (2) <br />stalls for 2-or more bedroom dwelling units within a multi-family development. The proposed <br />project would require 146 stalls as shown in the table below. <br />
