Page 2 of 2 <br /> <br />Scoring <br />Four proposals were received from WSB, SEH, Ulteig and Barr. City staff in coordination with <br />Ramsey County staff, graded each proposal evaluated on consultant team qualifications, <br />experience, project understanding/approach, cost, and schedule. Each criterion was weighted and <br />scored by each member with a maximum score totaling 100. The total scores from each member <br />were then averaged and compared to each consulting firm as shown in the table below: <br />Average Score <br />WSB SEH Ulteig Barr <br />91 88.87 85 75.25 <br /> <br />WSB has the highest rated average, followed by SEH, Ulteig, and Barr, respectively. <br />Financial Impact <br />This project is included in the City’s Capital Improvement Program and the Ramsey County <br />Transportation Improvement Program. Ramsey County is agreeing to pay no more than 30% of <br />environmental engineering costs for the Old Snelling Avenue and County Road E Improvement <br />project. Should any additional environmental engineering be needed in the area of the proposed <br />roundabout, the County will pay no more than 75% of costs. County cost participation is subject <br />to the approval of a cooperative agreement for the project.
