701 XENIA AVENUE S | SUITE 300 | MINNEAPOLIS, MN | 55416 | 763.541.4800 | WSBENG.COM December 10, 2019 <br /> <br /> <br /> <br />David Swearingen <br />City of Arden Hills - Public Works Department <br />1245 Highway 96 West <br />Arden Hills, MN 55112 <br /> <br /> <br />Re: Request for Proposal - Environmental Investigation Services <br /> Old Snelling Avenue and County Road E Improvements <br />Arden Hills, Minnesota <br /> <br /> <br />Dear Mr. Swearingen: <br /> <br />WSB is pleased to submit our proposal to provide Environmental Investigation Services for the <br />Old Snelling Avenue and County Road E Improvements project located in Arden Hills, Minnesota. <br />This proposal was prepared in response to the Request for Proposal (RFP) issued by the City of <br />Arden Hills (City) and Ramsey County (County) identified as City proposal number PW-20-0100. <br /> <br />Project Understanding <br /> <br />The City/County are requesting environmental investigation services in preparation for the <br />proposed reconstruction of Old Snelling Avenue from north of County Road E (approximately <br />Arden Oaks Drive) to Trunk Highway 51, including a proposed roundabout intersection at County <br />Road E (the Corridor). The investigation is being conducted to determine the extent of potential <br />contamination prior to proceeding with design of the street and utility improvements. Proposed <br />street/utility improvements may include roadway reconstruction, a single lane roundabout, <br />multiple-use trail, and storm sewer, sanitary sewer, and water main replacements. The work is <br />planned during the 2022 construction season. <br /> <br />In preparation for the project, the City conducted 15 soil borings along the Corridor in October <br />2019. The borings were advanced down to 14.5 feet below grade for design purposes. While <br />competing the borings, an “apparent hydrocarbon odor” was noted at varying depths in 11 or the <br />15 boring locations. The hydrocarbon odor was reported at locations throughout the Corridor <br />from approximately 0.3 to 14.5 feet below grade. The City/County would like to conduct further <br />environmental review and investigation to determine the nature and extent of the potential <br />contamination at along the Corridor. <br /> <br />Scope of Services <br /> <br />The following tasks will be performed as part of this scope of services: <br /> <br />Task 1 – Desktop Environmental Review <br /> <br />WSB will review public database information to identify verified or potentially contaminated sites <br />along the Corridor that may impact the roadway reconstruction. The desktop environmental <br />review will include a 500-foot buffer around the project limits. The following online databases <br />were reviewed as part of this desktop environmental review: <br />
