Upon completion of the Desktop Environmental Review, WSB will attend one <br />meeting with the City/County to discuss the results and findings of the review. Based on the <br />results of the review, a Phase I Environmental Site Assessment (ESA) may necessary to further <br />assess environmental risks for the Corridor. <br /> <br />Task 2 – Phase I Environmental Site Assessment <br /> <br />Following completion of the Desktop Environmental Review, WSB will complete a Phase I ESA of <br />the Corridor if warranted. The Phase I ESA will be performed in general compliance with the <br />ASTM E1527-13 Standard Practice for Environmental Site Assessments. The following items will <br />be performed as part of the Phase I ESA: <br /> <br />Historical Records Review <br /> <br />WSB will obtain federal and state regulatory database information for the Corridor from ERIS, a <br />commercial regulatory vendor, to evaluate for potential environmental conditions. This review will <br />not include a detailed review of all listings identified in the regulatory database search, but rather <br />will focus on listings which have the potential to result in a recognized environmental condition <br />(REC). All required ASTM E1527-13 Standard Practice for Environmental Site Assessments <br />sources will be reviewed. <br /> <br />Interviews <br /> <br />WSB will conduct interviews with Corridor representatives (via phone, in person, or questionnaire) <br />regarding past and current use activities. Any entity relying on the Phase I ESA will complete a <br />User Questionnaire provided by WSB. Further, public and private landowner representatives will <br />be contacted and interviewed (if available). <br /> <br />Site Reconnaissance <br /> <br />WSB will make a direct visual inspection of the Corridor and adjoining properties. All Corridor <br />areas will be accessed as part of the site reconnaissance and the adjoining properties will be <br />viewed from the public right-of-way areas. <br /> <br />Reporting <br /> <br />WSB will summarize the results of the Phase I ESA in a final documentation report. The report <br />will be completed in accordance with the ASTM E1527-13 standard and shall include the <br />following: <br /> <br />● Supporting documentation upon which the findings and opinions are based <br />● Scope of services performed <br />● A “findings” section which will detail any recognized environmental conditions (RECs) <br />identified by the assessment <br />● The opinion of the environmental professional <br />● Any conclusions drawn from the assessment <br />
