Page 2 of 3 <br /> <br />Preliminary Scope of Work <br />A summary of existing infrastructure conditions within the proposed project area is provided in <br />Attachment B. Additional research regarding the age and condition of existing infrastructure will be <br />evaluated during preparation of the feasibility report. Based on information contained in Attachment <br />B, staff anticipates the project will include the following elements. <br /> Jerrold Avenue (east 1,030 feet): Full depth reconstruction of streets with installation of curb, <br />gutter and storm sewer, producing a street width of 28 feet. Replacement of existing 6-inch water <br />main and water services. Evaluate sanitary sewer service connections and perform isolated <br />services repairs as needed. <br /> Jerrold Avenue (west 480 feet): Spot repair of damaged curb sections, reclaim existing pavement <br />to a depth of 8-inches, and placement of new 4-inch bituminous pavement mat. Existing ductile <br />iron water main and PVC sanitary sewer to remain in-place. <br /> Edgewater Avenue: Spot repair of damaged curb sections, reclaim existing pavement to a depth of <br />8-inches, and placement of new 4-inch bituminous pavement mat. Existing cast iron water main to <br />remain in-place with no history of water main breaks, except for replacement of water main within <br />Prior Avenue intersection and hydrants as needed. Evaluate sanitary sewer service connections and <br />perform isolated services repairs as needed. Investigate need to install pipe lining or replacement <br />of existing 6-inch diameter sanitary sewer force main along the western portion of Edgewater <br />Avenue. <br /> Glenpaul Avenue: Full depth reconstruction of streets with installation of curb, gutter and storm <br />sewer, producing a street width of 36 feet per State Aid design standards. Replacement of existing <br />6-inch water main and water services. Evaluate sanitary sewer service connections and perform <br />isolated services repairs as needed. <br /> Prior Avenue: Full depth reconstruction of streets with installation of curb, gutter and storm sewer, <br />producing a street width of 32 feet. Evaluate condition of existing 21-inch diameter sanitary sewer <br />to determine if pipe lining is necessary. <br /> Lake Valentine Road: Spot repairs to existing curb as necessary. Evaluate alternatives for full <br />depth reclamation or thinner resurfacing overlay of existing pavement. Existing water main and <br />storm sewer to remain in-place. Sanitary sewer will be inspected to verify conditions and identify <br />potential pipe lining needs. <br /> <br />Preliminary Project Budget <br />A preliminary project cost estimate for proposed improvements within the 2021 PMP project area <br />described above is provided in Attachment C. The initial cost estimate is summarized in the following <br />table and will be revised as part of the feasibility report. This estimate includes the anticipated costs <br />for engineering design, surveying, and construction administration. <br />The City’s Special Assessment Policy will be used to prepare a preliminary assessment roll as part of <br />the feasibility report. The policy states that the City will assess fifty percent of the total cost for street <br />reconstruction and fifty percent of the cost of bituminous overlay for a typical residential street section <br />on a unit basis. The feasibility report will include a review of special assessment rates applied to past <br />projects in the City of Arden Hills. Staff will review anticipated special assessments with the City <br />Council prior to completing the feasibility report.
