The purpose of this project is to
address excessive erosion near the south end of Karth Lake caused by runoff from adjacent land
uses as illustrated in Attachment A. Urban runoff is currently being directed down a steep slope
to a city trail along the southern boundary of Cummings Park.
The grant agreement provides 50% funding from RCWD for the project up to a maximum
amount of $90,000. The agenda memo for the grant agreement indicated that staff would
proceed with negotiating a professional services agreement with a consulting firm to provide
design services upon approval of the grant agreement.
The project is located directly adjacent to the Ulteig Engineering offices located in Arden Hills.
Staff worked with Ulteig to prepare a scope of work, schedule, and proposed fee for the project.
The proposal includes a site survey, alternatives analysis, design, easement preparation, contract
documents, bidding assistance and part-time construction administration. A copy of the proposal
is provided in Attachment B. A proposed professional services agreement was reviewed by the
City Attorney and is provided in Attachment C.
