City Code Section 1]60.06 Street Plan <br /> The Applicant proposes four separate driveway accesses on New Brighton Road for the four <br /> single-family residential lots. New Brighton Road is a Ramsey County roadway and the County <br /> has reviewed and approved the proposed plans. The Applicant is also required to dedicate 10,791 <br /> square feet of Right of Way along New Brighton Road to the County. All other required <br /> improvements, including sewer, water, utilities, and driveway connections to New Brighton Road <br /> will be constructed in accordance with the City's Subdivision Code. No new streets are being <br /> constructed for the development project. <br /> Chapter 13, Zoning Regulations Review <br /> 2. District Provisions (R-2 Single Family Residential District) —Section 1320 <br /> City Code Section 1320.06 Structure Setbacks <br /> The minimum building setbacks in the R-2 District are 40 feet in the front yard, 30 feet in the rear <br /> yard, and a 5-foot minimum in the side yard, with both sides required to add up to a minimum of <br /> 15 feet. The preliminary plat submitted by the Applicant identifies potential building pads for each <br /> lot. The proposed houses would be constructed within the pad area. Based on this submittal, all <br /> setback requirements stated in the Zoning Code would be met by the proposed development. In <br /> addition, the Applicant incorporated feedback provided from a resident at the June 11, 2019 <br /> neighborhood meeting. The resident asked the Applicant if it were possible to increase the front <br /> yard setback from south to north to better match the character of the existing neighborhood. The <br /> Applicant reviewed the proposal and implemented the recommendation as shown on the submitted <br /> plan and below. Structure setbacks would be verified at the time a <br /> Building Permit application is submitted <br /> Structure Coverage and Landscaped Lot Area <br /> The maximum structure coverage permitted in the R-2 District is 25 percent. Based on the building <br /> pads shown on the submitted plans,the structure coverage on all four lots will be less than the 25% <br /> maximum lot coverage requirement. <br /> The minimum landscape lot area in the R-2 district is 65% of the total lot area. The definition for <br /> landscape lot area in the Zoning Code includes the surface area of any wetlands or ponding areas, <br /> and the portion of the existing pond on Lots 2, 3, and 4 is counted towards the minimum landscape <br /> lot area requirement. The Preliminary Plat includes the square footage of each lot above this <br /> wetland area.
