____________________________________________________________________________________________
City of Arden Hills
Planning Commission Meeting for September 9, 2020
P:\Planning\Planning Cases\2020\20-010 4200 Round Lake Road PP/FP/CUP/PUD\PC Packets
Page 4 of 13
2. Planned Unit Development (PUD) Process
A Planned Unit Development (PUD) District promotes the development of land in a unified
manner by treating the entire development as a single entity and relaxing the strict application of
standard zoning and subdivision requirements, in exchange for a project that better forwards the
goals and purpose of the City's Comprehensive Plan. In granting a PUD request, the City may
prescribe appropriate conditions and safeguards, which should bring the project in conformity with
the purposes of the City Code. The purpose of the PUD process is to achieve a higher quality and
better project than would otherwise be possible if the strict application of the zoning and
subdivision requirements were met. While PUDs may be allowed in any district, they are required
for some types of development in certain districts.
3. Comprehensive Plan
The Arden Hills 2040 Comprehensive Plan Land Use Chapter lists implementation strategies for
the Developable Gateway Business Properties. It states that the City should “determine the highest
and best use for the vacant properties on the south end of Gateway Blvd along I-694 and rezone
the properties accordingly.” As previously stated the property is guided on the 2040 Land Use
Plan as Light Industrial and Office use. Light Industrial and Office (I/O) uses are areas designated
for a broad range of light industrial uses such as warehousing with manufacturing. This land use
may also include offices. According to the 2040 Comprehensive Plan, the expected share of uses
within this area are 50 percent to 100 percent Light Industrial or up to 100 percent Office.
4. Conditional Use Permit
A Conditional Use Permit is required for a warehousing use within the GB District. City Code
Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists the criteria for evaluating a
Conditional Use Permit. The Planning Commission and City Council should consider the effect of
the proposed use upon the health, safety, convenience and general welfare of the owners and
occupants of the surrounding land and the community, in general, including but not limited to the
following factors:
1. Existing and anticipated traffic and parking conditions;
2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and
other nuisance characteristics;
3. Drainage;
4. Population density;
5. Visual and land use compatibility with uses and structures on surrounding land;
6. Adjoining land values;
7. Park dedications where applicable;
8. Orderly development of the neighborhood and the City within the general purpose and
intent of the Zoning Code and the Comprehensive Development Plan for the City.
5. Chapter 13, Zoning Code Review
A. District Provisions 1320.13- Flexibility requested
According to City Code Section 1320.13, office uses cannot occupy less than 25 percent of a
project's total floor area and not more than 50 percent. In addition, warehousing and wholesaling
