Planned Unit Development (PUD) Process <br />A Planned Unit Development (PUD) District promotes the development of land in a unified <br />manner by treating the entire development as a single entity and relaxing the strict application of <br />standard zoning and subdivision requirements, in exchange for a project that better forwards the <br />goals and purpose of the City's Comprehensive Plan. In granting a PUD request, the City may <br />prescribe appropriate conditions and safeguards, which should bring the project in conformity with <br />the purposes of the City Code. The purpose of the PUD process is to achieve a higher quality and <br />better project than would otherwise be possible if the strict application of the zoning and <br />subdivision requirements were met. While PUDs may be allowed in any district, they are required <br />for some types of development in certain districts. <br />3. Comprehensive Plan <br />The Arden Hills 2040 Comprehensive Plan Land Use Chapter lists implementation strategies for <br />the Developable Gateway Business Properties. It states that the City should “determine the highest <br />and best use for the vacant properties on the south end of Gateway Blvd along I-694 and rezone <br />the properties accordingly.” As previously stated the property is guided on the 2040 Land Use <br />Plan as Light Industrial and Office use. Light Industrial and Office (I/O) uses are areas designated <br />for a broad range of light industrial uses such as warehousing with manufacturing. This land use <br />may also include offices. According to the 2040 Comprehensive Plan, the expected share of uses <br />within this area are 50 percent to 100 percent Light Industrial or up to 100 percent Office. <br />4. Conditional Use Permit <br />A Conditional Use Permit is required for a warehousing use within the GB District. City Code <br />Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The Planning Commission and City Council should consider the effect of <br />the proposed use upon the health, safety, convenience and general welfare of the owners and <br />occupants of the surrounding land and the community, in general, including but not limited to the <br />following factors: <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and <br />other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />6. Adjoining land values; <br />7. Park dedications where applicable; <br />8. Orderly development of the neighborhood and the City within the general purpose and <br />intent of the Zoning Code and the Comprehensive Development Plan for the City. <br />5. Chapter 13, Zoning Code Review <br />A. District Provisions 1320.13- Flexibility requested <br />According to City Code Section 1320.13, office uses cannot occupy less than 25 percent of a <br />project's total floor area and not more than 50 percent.
